    SUMMARY: Under general supervision, supports the Galveston Police Department by performing tactical, administrative and strategic crime analysis to assist law enforcement personnel with criminal investigations and planning the deployment of resources for the prevention and suppression of criminal activity.

    ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

    • Studies criminal patterns in an effort to predict the time, place and day that a crime might occur by way of computer databases and other resources.

    • Applies analytical techniques to determine potential risks to law enforcement, public health and critical infrastructure and key resources.

    • Researches and compiles crime data and tracks criminal trends; analyzes findings, writes comprehensive reports and makes recommendations based on the findings.

    • Produces analytical support and situational awareness reports

    • Performs tactical crime analysis to support investigations and patrol efforts.

    • Assist in dissemination of intelligence information to state, local and federal partners.

    • Updates and maintains a log or database of criminal offenses to facilitate tactical analysis.

    • Performs strategic crime analysis.

    • Performs intelligence analysis.

    • Develops a variety of analytical products.

    • Thinks critically, questions assumptions, and avoids bias with respect to sources, research methods, and document creation.

    • Delivers presentations within the department, with partner agencies, public and neighborhood associations, senior leadership and decision makers; Attends and participates in unit, departmental, and professional meetings.

    • Works as part of a team with other analysts, sworn personnel, and/or personnel from other agencies to provide analytical assistance, collect and disseminate intelligence, and share resources.

    • Builds and creates maps incorporating crime data as well as assisting with UCR/NIBRS coding and reporting.

    • May testify in Court.

    • Assembles suspect and victim profiles and prepare action plans.

    • Performs related duties as assigned.

    • May at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

    KNOWLEDGE AND SKILLS:

    Knowledge:

    • City organization, operations, policies, and procedures.

    • Call Center and dispatch practices and procedures.

    • Principles and practices of effective employee supervision.

    • Principles and practices of administrative management.

    • Principles and practices of effective employee training.

    • Records retention principles and practices.

    • Principles and practices of customer service.

    • Knowledge of law enforcement operations.

    • Knowledge of legal terminology.

    • Knowledge of City geography.

    • Business and personal computers, and spreadsheet software applications.

    Skill in:

    • Problem-solving

    • Effective oral and written Communication

    • Preparing and presenting information using Microsoft Office suite to include Excel, Word, PowerPoint, and Access.

    • Handling situations requiring diplomacy, fairness, firmness and sound judgment.

    • Building effective work teams and providing efficient customer service.

    • Managing staff; delegating tasks and authority; providing coaching to improve staff performance.

    • Understanding and applying City policies and procedures.

    • Interpreting surveys and statistical data with advanced crime analysis techniques.

    • Organizing and maintaining records.

    • Establishing and maintaining cooperative working relationships with all levels within the City.

    MINIMUM QUALIFICATIONS:
    A bachelor's degree in criminal justice or a related field; AND 2 years’ experience in a relevant capacity; OR an equivalent combination of education and experience.

    Relevant experience in the following will be considered:

    • Experience using relational or analytic databases such as: Accurint, TLO, NDEX, Linx, and/or intelligence databases

    • Experience vetting raw information to determine source reliability and content validity

    • Experience in producing tactical and strategic assessment

    • Proficient with current research methods on social media sites and open source tools

    PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
    Work is performed in an office and laboratory environment and requires frequent use of a personal computer to input data, corroborate information and evidence, create reports, and modify data sets, and they also evaluate and summarize crime data in clear and effective ways. Analysts must follow strict safety and privacy guidelines while collecting and processing evidence and use caution with pathogens and privacy rights.

    May be required to lift and carry items weighing up to 20 pounds.
