DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS
Performs on-site inspections for WWO biosolids management program and contracts to ensure conformance to project specifications and contract documents.
  • Conduct on-site inspections to ensure contractor work complies with City’s Biosolid management program and contracts, city codes of ordinances, and safety requirements.
  • Inspect equipment, verify deployment and haul schedules, and ensure permits and registrations remain current.
  • Develops and revises inspection checklists; performs field-level measurements using various instruments and documents findings on the provided log sheets
  • Review contractor submittals, telematics login information, and operational reports; provide timely technical comments.
  • Assist with plant operational logs and review regulatory tonnage calculations, residual management reports and cost summaries.
  • Collect and analyze sludge and dewatered cake samples for %TSS and %TS testing.
  • Coordinate and deliver on-site training to contractors and operators on safety practices and PPE compliance.
  • Helps develop and revise SOP for inspection and documents review.
  • Support wastewater treatment process control and assist with solids accumulation measurements in plant units.
  • Prepare detailed field notes, inspection reports, logs, and technical documentation.
  • Maintain organized records and filing systems for inspections, measurements, and regulatory reporting.
  • Participate in scheduled progress meetings. Meet with general public, contractors, technical professionals and businesses to respond to inquiries and technical problems.
WORKING CONDITIONS
This position routinely requires lifting of moderately heavy items, such as typewriters or records boxes (up to 40 pounds) and/or very long periods of walking on rough surfaces on routine basis. There are routine discomfort from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve routine exposure to soiled materials and light chemical substances such as cleaning solution.

This is a Houston Public Works Emergency Management position at the Tier III Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS
Requires a high school diploma or a GED certificate.

EXPERIENCE REQUIREMENTS
Four (4) years of skilled experience related to construction are required.

Substitution: A Bachelor’s degree in Construction Management or a related field may substitute for up to four years of the experience requirement. Vocational training and education may be substituted on a year for-year basis for up to four years of the experience requirement.

LICENSE REQUIREMENTS
Requires a valid Texas driver's license and compliance with the City of Houston's policy on driving.

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**
