Subcontract Administrator (Defense Programs)

Location: Lexington Park, MD

ITC Defense Corp. is seeking a detail-oriented Subcontracts Administrator to support our growing portfolio of Department of Defense programs. This role is ideal for a motivated professional who thrives in afast-paced small business environment and enjoys owning the full lifecycle of subcontract administration. The Subcontracts Administrator will lead pre-award and post-award subcontract activities, ensure compliance with FAR/DFARS requirements, support proposal efforts, and help strengthen ITC's purchasing system and processes.

Responsibilities
  • Administer subcontracts, task orders, and modifications from cradle-to-grave.
  • Prepare and release Requests for Quote/Proposal (RFQ/RFP) and perform price analysis.
  • Prepare, negotiate, and administer agreements such as Non-Disclosure Agreements (NDAs), Teaming Agreements, subcontracts and modifications, etc.
  • Ensure proper flow-down of prime contract requirements and clauses.
  • Maintain subcontract files and ensure documentation meets audit readiness standards.
  • Ensure subcontracts comply with FAR, DFARS, and company policies.
  • Perform and document subcontractor due diligence and compliance packages.
  • Assist in development and implementation of purchasing procedures and processes.
  • Monitor subcontractor performance, deliverables, funding, and reporting.
  • Track subcontract funding and support the reconciliation of subcontractor invoices.
  • Support resolution of subcontract disputes and audit activities.
  • Serve as liaison between ITC and subcontractors on contractual matters.
  • Participate in program reviews and proposal support.
  • Provide guidance to internal teams on subcontract terms and requirements.
  • Other duties as assigned.
Minimum Qualifications
  • U.S. Citizenship required.
  • Bachelor's degree in a related field.
  • Minimum 4 years of subcontract administration experience in government contracting.
  • Working knowledge of FAR and DFARS regulations and Government contract types
  • Experience performing price/cost analysis.
  • Experience supporting defense contracts.
  • Strong organizational skills and exceptional attention to detail.
  • Ability to manage multiple priorities in a fast-paced environment.
  • Strong written and verbal communication skills.
  • Proficiency in Microsoft Office (Excel, Word, PowerPoint).
Preferred Qualifications
  • Experience supporting or preparing for a Contractor Purchasing System Review (CPSR).
  • Professional certifications such as CPCM, CFCM, or DAWIA.
  • Experience with the Navy, Missile Defense Agency, Foreign Military Sales, or security cooperation.
  • Experience supporting complex proposals.
  • Personnel security clearance
