At this level the SME shall have a thorough understanding of the concepts and skills related to their content area(s) and can apply these skills in routine and nonroutine situations. They shall be able to apply tradecraft skills through problem-based exercises culminating in exams. They shall demonstrate solid tradecraft skills and an understanding of how their tradecraft contributes to addressing key intelligence questions.
