Overview
The Senior Management Analyst will provide support and assistance to the Director to ensure all department needs are met. Under the direction of the Director, the Senior Management Analyst will assist and oversee complex professional level projects that require a high degree of specialized knowledge. Responsibilities will include conducting research, providing data, making recommendations, and implementing solutions to achieve project goals and objectives. The position analyzes complex statistical data, develops planning timetables, presentation preparation, evaluates system policies and procedures, makes recommendations to achieve goals and objectives. Performs related duties and fulfills responsibilities as required. Serves us liaison between the Director, PIO and other City Departments, City Manager's office, City Council, and outside agencies.
Responsibilities
• Provides assistance to the Public Works Director and Assistant Directors
• Maintains Director's calendar as the position will track Directors and Assistant Directors schedules, daily activities and priorities
• Schedules department meetings, compose and edit correspondence, distribute mail and departmental communication
• Copies, scans and routes time sensitive documents for review and approval from Executive Management
• Answers Director's phone line and provide assistance to internal and external customers
• Conducts highly complex research, analysis, and prepare reports
• Analyzes data, develops strategies and recommends solutions to improve business operations and gather information to present for Director's decision
• Creates and maintains Excel, Power Point, and Agenda's, for Public Works Director
• Manages the Director's travel arrangements for conferences, travel expenses, and order meals and pick-up for department meetings as needed
• Ability to communicate clearly and concisely, both orally and in writing
• Possess excellent organizational skills to manage multiple projects simultaneously
• Assists the Public Works Director in preparing City Council presentations, maintaining the City Performance Report, Monthly City Report, weekly assistant City Manager Report, as well as daily, monthly, quarterly, and annual reports as needed by the department
• Duties include open record requests, City Council Action Request (CCAR), and other information requests as necessary
• Oversees the Public Works department supply tracking as well as building and grounds tracking and assist in implementing solution in tracking issues and prioritization
• Provides direction and guidance with division ELT Management, Council Management, Leadership Meeting Management, and PowerPoint Management duties
• Other assigned duties include making arrangements for departments remodeling, ordering and distribution of office products ordered by department
• Attends budget meetings with the Director to take meeting minutes/notes and assist with any action items
• Assists with preparing the annual operating budgets
• Collects data, analyzes expenditures history, prepares department historical and future cost analysis
• Coordinates with the Director and Assistant Directors to develop strategies to correct budget variances
• Monitors budgets and communicate with divisions to ensure proposed budget goals are met
• Purchases supplies and equipment as needed
• Oversees Public Works Week and all event coordination for all Public Works special events as duties will include providing management support for the Director at Townhall and Council events
• Performs assignments during emergencies and disasters
• Assists with updating and maintaining Public Works emergency plans
• Provides support in front office reception which includes walk-in and phone customers
• Provides excellent customer service by responding to and resolving difficult and sensitive citizen inquiries and complaints
• Reviews with Leadership on creating and submitting Legistar application for the City Council agenda for the Public Works Department
• Coordinates with Legal for city agenda items, memo, presentation including desired dates, attachments, and approval sequence loaded
• May be asked to perform other duties as assigned
Position Type and Typical Hours of Work
• Non-Exempt-Full-Time, 40-hour work week-Monday-Friday, 8:00am- 5:00pm
• Must be available to work additional hours as needed. Required to be available after hours upon request to assist the Public Works Director
• Flexibility to work evenings, weekends, and holidays is a schedule requirement
• In the event of an emergency, employees are required to work to provide for the safety and well-being of the public, including the delivery and restoration of vital services
