SummaryThe Quality Control Manager/Site Safety and Health Officer serves in a dual leadership role, overseeing all quality assurance and safety programs to ensure full compliance with project requirements and regulatory standards. This position is responsible for implementing, managing, and continuously improving quality control and workplace safety initiatives in alignment with approved plans, while promoting a culture of accountability, operational excellence, and risk prevention across the site.This position is contingent upon contract award.ResponsibilitiesInterface with the SBU Sr. Quality Manager to ensure alignment with corporate safety requirements and exercise independent judgment in resolving compliance gaps and implementing corrective actions.Prepare and implement site-specific safety plans for ESS contracts, including interpreting regulatory and contractual requirements and determining appropriate application to project operations.Conduct Root Cause Analyses on safety-related incidents and determine and direct corrective and preventative actions to mitigate future risk.Evaluate barriers to compliance and independently develop and implement solutions to address non-compliance issues impacting safety and operational effectiveness.Assess safety performance measures to determine their effectiveness in managing risk, including analyzing data trends and making recommendations or decisions regarding program improvements.Participate in management and technical reviews of safety issues and advise leadership on risk exposure, regulatory implications, and necessary corrective actions.Develop Job Hazard Analyses (JHAs) and determine appropriate hazard controls and mitigation strategies for implementation in the field.Apply quality principles and techniques to evaluate safety programs, plans, and work products, ensuring they meet organizational, contractual, and regulatory standards.Conduct project and product safety trend analyses to identify emerging risks and make determinations regarding required program adjustments or interventions.Maintain the status of safety and compliance activities through regular engagement with Supervisors, Key Personnel, and GTMs, ensuring timely resolution of critical issues.Serve as a subject matter expert and primary point of contact for safety compliance and program effectiveness on assigned contracts.Demonstrate effective oral and written communication, including formal reporting of findings, recommendations, and compliance status to leadership.Perform other duties as assigned, consistent with the level of responsibility and exercise of independent judgment required for the role.QualificationsMinimum five (5) years' experience in management of construction projects (managing safety programs or processes or conducting hazard analyses and developing controls).Minimum five (5) years of construction industry safety experience or three (3) years if possesses a Certified Safety Professional (CSP) or safety and health degree.Must have completed the 30-hour OSHA Construction Safety Class.Must have completed the course entitled "Construction Quality Management (CQM) for Contractors".Be familiar with requirements of USACE EM 385-1-1, and experience in the areas of hazard identification, safety compliance and sustainability.Demonstrated ability to develop and maintain quality and safety documentation (e.g., QA/QC reports, QASPs, APPs, and man-hour tracking reports).Preferred QualificationsActive security clearance is preferred, but not required.Knowledge, Skills and AbilitiesKnowledge of OSHA and EM 385-1-1 standards.Skill in operating a personal computer and standard office equipment.Must have knowledge of a variety of computer software applications in word processing, spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.Must write clearly and informatively; edit work for spelling and grammar; vary writing style to meet needs; present numerical data effectively; able to read and interpret written information.#J-18808-Ljbffr
