  • Job Description

    Distinguishing Features of the Class

    Perform advanced administrative and supervisory work involving the coordination, development, preparation, and administration of Departmental Budget, State and Federal funding, and Capital Improvement Programs. Develop, implement, and monitor administrative and operational procedures to support departmental efficiency, regulatory compliance, and service delivery. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with other City employees, finance department personnel, outside auditors, business representatives, state and federal officials, and the public.

    Acceptable Experience and Training

    • Graduation from an accredited college or university with a Bachelor’s Degree in Public Administration, Business Administration, Accounting, Finance or related degree; and
    • One (1) year directly related experience in budgetary development or public administration; or
    • Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

    Required Special Qualifications

    • Candidates for positions in this class must pass a post-employment offer background check, physical examination and drug screen.
    • Possession of a valid Iowa driver’s license or evidence of equivalent mobility.


    Examples of Essential Work (Illustrative Only)

    • Supervise administrative staff to ensure efficient daily operations and compliance with organizational standards.
    • Lead operating and capital budget development, analysis, and long-range planning using data-driven methodologies, including evaluation of departmental requests and resource allocation.
    • Serve as primary resource for timekeeping and payroll-related inquiries across Department; review and approve employee payroll records for accuracy and compliance.
    • Perform audits of data to ensure accuracy.
    • Monitor budget performance through audits and fiscal analysis, adjusting operations to align with service demand and financial constraints.
    • Manage departmental service programs and support functions.
    • Research, analyze and develop department policy recommendations; keep department leadership informed of emerging policies, regulatory changes, and operational impacts.
    • Consult with management and collaborate across departments to improve workflows, enhance operational efficiency, and reduce manual processes, while keeping leadership informed of progress, issues, and recommended solutions.
    • Analyze training and professional development needs; provide instruction, guidance, and support on job tasks, procedures, and departmental systems,
    • Respond to residents’ questions, concerns, and comments in a courteous, professional, and timely manner.
    • Coordinate vendor contracts, scheduling, and logistics for community and department related programs to ensure cost-effective service delivery.
    • Support the implementation and optimization of management information systems used by the Department.
    • Manage phone system communications and service alerts to improve public awareness and reduce call volume spikes.
    • Monitor departmental revenues and expenditures to ensure compliance with City policies and procedures, state and federal requirements and related guidelines.
    • Attend meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas.
    • Perform other directly related duties consistent with the role and function of the classification.
