    The Job

    This recruitment is only open to current San Bernardino County, Fire District, or Special Districts employees who hold a regular, contract, extra-help, recurrent, Public Service Employee, Work Experience Program (WEX) , or intern position. Former PSE, WEX, or interns are eligible to apply up to six (6) months from the end of their assignment.

    The Innovation and Technology Department (ITD) is recruiting for IT Deputy Chief of Telecommunication Services.* The IT Deputy Chief of Telecommunication Services manages the business unit responsible for the delivery and support of the County's enterprise telecommunications network. Duties include providing management oversight and direction; conferring with staff on operational and technical matters; serving as a technical advisor; resolving personnel issues; assisting in the development and implementation of policies and procedures for long range network planning and daily operations; reviewing network integrity, security, reliability and efficiency; evaluating and recommending system improvements and enhancements to the Division Chief; making formal presentations to large groups, including governing boards and executive leadership in public and private meetings.

    Additional responsibilities include monitoring emerging technologies; assisting in research and cost-benefit analysis of new telecommunication technologies; recommending acquisition of hardware and software solutions; supporting staff development and training initiatives; coordinating with FCC, Public Utilities, public safety agencies and other customers; interfacing with customers to resolve service issues and concerns and maintain a high level of customer satisfaction; and assisting in the development and monitoring of the Division’s annual budget.

    CONDITIONS OF EMPLOYMENT

    Minimum Requirements

    Candidates must possess the required education AND experience below in order to qualify.

    REQUIRED EDUCATION: Thirty (30) semester units (or 45 quarter units) of completed college-level coursework in computer telecommunications, electronics, computer science, business, information technology, or a closely related field is required. Specialized technology coursework specific to the telecommunications industry and/or completion of comparable certificate programs and/or training is acceptable and highly desirable. Such training will be accepted as a substitute for traditional college-level coursework.

    REQUIRED EXPERIENCE: A minimum of three (3) years of experience demonstrated progressive IT leadership managing technical role overseeing staff or enterprise level voice and telecommunications technologies. Relevant experience may include one or more of the following areas: enterprise telephony infrastructure, voice and data transmission systems, Cisco telecommunications infrastructures, unified communications technologies or other closely related technologies.

    Qualifying experience may include responsibilities such as operational planning, project leadership, assigning, reviewing, and evaluating work, as well as advanced systems analysis, involving the evaluation of telecommunications technologies, systems and equipment.

    Substitution: Each one (1) year of additional qualifying experience may substitute for 15 semester (23 quarter) units of the required education.

    Desired Qualifications

    The ideal candidate will have completed specialized coursework in electronics, business, telecommunications technology, or communications technology. Certifications and/or instructor-led training in Cisco technologies are highly desirable, including areas such as ICND1, CIPTV, AUCCE, CCEA, CCEAA, CUIACU, CVPDS, ICCE, Cisco Applications, CTCO lab, and SIPTO/DTSIP, as well as other telephony type and unified communications related coursework. Candidates should possess strong leadership and communication skills, along with advanced experience supporting enterprise telephony infrastructure, Cisco VoIP systems, contact center technologies, and Cisco networking equipment. Individuals currently serving in County classifications such as Enterprise Network Support Manager, Systems Support Analyst, Enterprise Network Engineer, Special Projects Leader, Communications Technology Supervisor, or related classifications may possess the desired knowledge and required skill sets are encouraged to apply.
