    Position Description

    The City of Tacoma is recruiting for the appointive position of Assistant Division Manager in the Science Division of the Environmental Services Department.

    This specific Assistant Division Manager (ADM) position oversees the Environmental Compliance section, including the Inspections Group (focused on stormwater asset, wastewater asset, and business source-control inspections) and the Industrial Wastewater Pretreatment Group. These efforts support City compliance with the National Pollutant Discharge Elimination System (NPDES) Permit requirements for stormwater and wastewater as well as state and local regulations.

    Physical Requirements and Working Conditions:
    • Office and outdoor environment, occasional travel to a variety of locations to conduct work and may be exposed to typical hazards encountered at such work sites.
    • Subject to emergency calls during off-duty hours.

    Qualifications

    MINIMUM EDUCATION
    Bachelor's Degree in engineering, business, or public administration or directly related field

    MINIMUM EXPERIENCE
    Six (6) years of experience in one or more fields in the Environmental Services department, including 1 year prior as a senior and/or supervisory level.

    LICENSES, CERTIFICATES AND OTHER REQUIREMENTS
    Valid Washington State driver's license at time of appointment with maintenance thereafter, or evidence of equivalent mobility.

    Desired Experience and Qualifications:
    • Five (5) years’ experience working with environmental regulations preferably with respect to stormwater and/or wastewater utilities.
    • Experience with source control inspections (business source control and stormwater/wastewater asset inspections) and/or industrial pretreatment program requirements.
    • Experience working in a team environment.
    • Two (2) years’ experience in managing a workgroup.

    * Relevant education and experience may substitute for one another on a year-for-year basis

    Knowledge & Skills

    Preferred Technical Experience/Ability:
    • Comprehensive understanding of NPDES regulatory requirements as they pertain to stormwater and wastewater municipal permittees, including ensuring the City’s compliance with state and federal requirements, as well as fairly and justly applying the requirements to the larger community in accordance with the Tacoma Municipal Code.
    • Specific experience developing, implementing, and/or leading Source Control program elements such as education and outreach, business/device inspections, spill response, and data tracking and reporting.
    • Specific experience or expertise regarding industrial wastewater pretreatment, and/or the General Pretreatment Regulations (40 CFR Part 403), including implementing an Industrial Wastewater Discharge Permit Program.

    Compensation & Benefits

    Pay Details:

    Hourly Rate: $67.84 - $95.51

    Annual Salary: $141,107.20 - $198,660.80

    Other Employment Information

    Direct Deposit: Employees are paid on a bi-weekly schedule by direct deposit.

    Salary Increases: Based on satisfactory job performance, the City provides for a regular progression of salary increases for most classifications according to the salary schedule.

    Union Affiliation: Many job classifications are covered by union security provisions which require union membership, dues, or payment of equivalent service fees.
