Click here to learn more about the Department of Information Technology THE POSITION The Department of Information Technology, GIS Division, is seeking an Information Technology Analyst II assigned to the County’s enterprise geographic information systems. This position works within a five-person GIS team to maintain cadastral parcel data, addressing and street centerline data, Master Street Address Guide (MSAG) records, and the spatial data services supporting Public Works, the Office of Emergency Services, the Registrar of Voters, the Sheriff’s Office, and the fourteen-agency ReGIS Consortium. Day-to-day work includes ArcGIS Pro authoring, ArcGIS Enterprise and Portal administration, ArcGIS Online content management, and process automation using Python, FME, and Survey123. Prior public-sector GIS experience is preferred.
Preferred Public-Sector Experience
- Prior GIS role at a county, city, or special district.
- Direct experience with one or more of: cadastral and parcel data, addressing and street centerlines, MSAG/ALI for 911, public works asset and project data, election precinct data, or emergency operations and hazard mapping.
- Familiarity with vendor-managed data flows (e.g., parcel data maintained by a consulting firm, 911 addressing data shared with regional partners) and the QA/QC needed to integrate them into county systems.
Primary Technical Competencies
- Two or more years working in ArcGIS Pro (authoring, editing, analysis), ArcGIS Enterprise (Server, Portal, Data Store), and ArcGIS Online content management.
- Hands-on experience administering Portal and AGOL - users, groups, sharing, content publication, security - for both internal staff and external partner agencies.
- Working knowledge of spatial data formats and ETL: feature classes, file and enterprise geodatabases (SDE), shapefiles, REST services, CSV/JSON imports, attribute schema design.
- Comfort with scripting and automation: Python/ArcPy, FME workflows, SQL queries against spatial databases.
- Experience with field data collection (Survey123, Field Maps) and web app authoring (Experience Builder, Dashboards, Web AppBuilder).
Ideal Candidate
- Translates technical concepts cleanly for non-technical stakeholders - department directors, dispatchers, planners, field crews, elected officials.
- Comfortable as part of a small team with broad scope rather than a large team with narrow scope; willing to own work end-to-end.
- Collaborates well with peer agencies - Solano participates in the fourteen-member ReGIS Consortium and works closely with city GIS staff, the Office of Emergency Services, and the Public Safety Answering Points.

Depending on the class level assigned, participate as a member of a team or lead a small team of application development, infrastructure, or systems support staff; works with users and troubleshoots and resolves system issues; implements system improvements and upgrades; and participates as a responsible, cooperative, and positive team member. Assignments may include software development, database administration, security administration, network, and server administration, service desk management, and GIS. Levels in this classification are flexibly staffed and are allocated based on the level, nature, and complexity of assignment.
Information Technology Analyst II
This is the second level classification within the Information Technology Analyst job series. Incumbents in this job class perform the full range of information technology duties including application programming and support; troubleshooting, coding, and enhancing application systems; and basic systems analysis, and technology infrastructure support for the assigned information technology systems.
The Information Technology Analyst II differs from the:
- Information Technology Analyst III by the latter’s primary focus on systems analysis, design and functional specifications.
Position Requirements Education/Training: Equivalent to an Associate’s degree, preferably in information technology.
Experience: Depending upon assignment: Two (2) years of software development and design experience which includes some system analysis. Or, two (2) years of experience in systems infrastructure support administering servers, storage, networks, security, databases, or desktops.
Note: Additional experience may substitute on a year for year basis for the educational requirement.
