Click here to learn more about Solano County THE POSITION : The current vacancy is for the Community Action Partnership Solano Joint Powers Authority (CAP Solano JPA) is staffed through the County Administrator's Office. The Community Action Partnership (CAP) Solano Joint Powers Authority (JPA) is a regional public agency comprised of Solano County and the seven incorporated cities within Solano County. The JPA serves as the Community Action Agency and administrative entity supporting regional coordination and funding efforts related to homelessness, safety net services, and programs serving low-income residents.
CAP Solano JPA plays a central role in coordinating funding, planning, and system administration activities associated with federal, State, and local homelessness and community services programs, including support for the Housing First Solano Continuum of Care (CoC), Community Services Block Grant (CSBG) funding, Homeless Housing, Assistance and Prevention (HHAP) funding, and related initiatives.
The Executive Director is responsible for coordinating and overseeing the administrative and operational activities of the CAP Solano JPA and works closely with the JPA Board of Directors to support informed decision-making, regional coordination, and implementation of Board priorities. The position is responsible for preparing Board materials and recommendations, implementing Board direction in a timely and effective manner, and keeping the Board informed regarding operational issues, funding opportunities, emerging risks, and relevant policy or legislative developments affecting homelessness and safety net programs.
The Executive Director also supports effective Board communication, coordination and administrative processes, and coordination among member jurisdictions and partner agencies.
Key responsibilities include:
- Oversight of grant administration, procurement, contracts, and compliance activities;
- Coordination of regional homelessness and safety net initiatives;
- Fiscal oversight and monitoring of JPA-funded programs and budgets;
- Supervision and development of JPA staff;
- Facilitation of communication and collaboration among jurisdictions, partner agencies, service providers, and stakeholders; and
- Development of operational reports, funding recommendations, and administrative and operational support for the JPA Board.
IDEAL CANDIDATE: The ideal candidate will be a collaborative and politically astute public-sector leader with experience navigating complex organizational and stakeholder environments. They will possess strong communication, organizational, and leadership skills, along with the ability to balance operational responsibilities, governance support, funding administration, and relationship management in a highly visible regional setting.

- Experience working with governing boards, elected officials, or multi-agency partnerships;
- Knowledge of public-sector administration, grant-funded programs, procurement, budgeting, general accounting, and compliance requirements;

- Experience in directly managing a diverse team of members who perform a wide range of duties;

Experience related to homelessness systems, housing programs, behavioral health, social services, community development, or regional coordination efforts is highly desirable.
