    The Department of Public Works is responsible for delivering capital improvement projects for a wide variety of City facilities and infrastructure, maintaining City facilities and fleet assets, facilitating, and regulating development activities, and providing animal care and services.     Position Duties

    Salary range(s) for this classification is/are:

    Engineering Technician I: $65,782.08- $ 79,934.40 annually

    Engineering Technician II: $78,340.08- $ 95,156.88 annually

    This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience.

    The Department of Public Works is currently seeking to fill several full-time Engineering Technician I/II positions within the Development Services (DS) Division and Transportation & Hydraulics Services (THS) Division.

    Development Services

    The Development Services Division provides development plan review and construction of City infrastructure in conjunction with the private development process, administers permits for work within City’s streets, regulates onsite grading and stormwater drainage activities, and provides utilities services.

    Transportation and Hydraulic Services Division

    The Transportation and Hydraulics Services Division is responsible for the design, construction, and master plan of bridges, culverts, streets, sidewalks, storm and sanitary sewers, pump stations, streetlights, landscape and hardscape improvements, traffic signals, and supports construction and engineering, upgrade and revitalization of the San Jose-Santa Clara Regional Wastewater Facility. In addition, this division provides general engineering plan review for general projects and electrical engineering review for projects constructed by private developers.

    This recruitment may be used to fill multiple positions in this, or other divisions or departments. Engineering Technician I/II positions within Public Works support work in several other divisions, including City Facilities and Architectural Services (CFAS), and Engineering Services (ES).

    CFAS manages capital projects across a wide variety of City-owned facilities and infrastructure, including but not limited to Emergency Interim Housing facilities, Parks, Playgrounds, Trails, Libraries, Community Centers, and other various public facilities.

    ES is comprised of four sections: Construction Management Services, Structural Engineering and Code Inspection, Material Testing Laboratory, and Survey. This division provides technical support services for Capital Improvement Projects, development/utility permit projects, inspection oversight, Underground Service Alert (USA)services, land surveying, monument preservation services, field and laboratory testing, pavement design and evaluations, and building code inspection services.

    The Engineering Technician I/II incumbents in the Public Works Department work directly with project managers from various divisions in the department. These positions provide direct support to the project managers including assistance in AutoCAD and/ or MicroStation drafting, data collection, construction inspection, material sampling and testing, office engineering, performing site evaluations, and project reviews. These positions also support sections with permit processing, project filing, USA locating, copying, and the receipt and delivery of drawings and related documents.

    Key Responsibilities

    (Dependent upon the position/discipline for which they may be selected.)
    • Performs complex materials field sampling and laboratory testing conforming to stringent test procedures established by ASTM, CALTRANS, or AASHTO.
    • Materials tested include Portland Cement Concrete, Hot Mix Asphalt, aggregate, soil, and other construction materials.
    • Prepares detailed materials test reports and engineering reports for construction projects.
    • Performs lab facility testing for equipment maintenance, replacement, calibrations, and upgrading.
    • Understands plans and specifications to ensure proper testing requirements and standards.
    • Assists in Geotechnical Operations.
    • Develops and implements traffic control plans for field/geo operations.
    • Research record drawing information, parcel maps, and record of surveys.
    • Prepares topographic maps showing the existing conditions of a project site which will be referenced by the designers as they prepare the improvement plans.
    • Protects the location of existing monuments which are used to determine the alignment of streets, property lines, etc.
    • Prepares layout of the proposed improvements during the construction phase such that a contractor can build them in the correct location.
    • Performs field investigations.
    • Reviews sewer video inspection data.
    • Interprets survey data, utility, and engineering plans. Prepares construction plans (using MicroStation and/or AutoCAD) and specifications.
    • Assists in the construction management tasks.
    • Reviews material specifications and submittal and analyze test results.
    • Performs basic engineering calculations.
    • Performs quantity take-off and prepare cost estimates.
    • Review and issue permits for construction activities within the public right-of-way, which includes driveway/sidewalk, sewer lateral connections, utility trench and other public encroachment applications.
    • Respond to general Public Works customer inquiries through telephone, email messages, and in-person or virtual counter visits.
    • Coordinate with Department of Planning, Building and Code Enforcement in the review of building permit applications and plan check appointments.
    • Review building permit applications for Public Works clearances, such as onsite grading/drainage work, flood hazard, geological hazard, and public street improvement requirements.

    Minimum Qualifications

    Engineering Technician I

    Education: Completion of high school, trade school, or equivalent (General Education Development [GED] Test or California Proficiency Certificate).

    Engineering Technician II

    Education: Completion of high school, trade school, or equivalent (General Education Development [GED] Test or California Proficiency Certificate)

    Experience: Two (2) years of increasingly responsible sub-professional engineering work performing materials sampling and testing, reviewing plans and specifications, construction or infrastructure inspections, traffic engineering, or working on a field survey crew.

    Acceptable Substitution

    Engineering Technician II -Successful completion of two (2) academic years or sixty (60) semester units of college level engineering technology courses or related field from an accredited college or university may be substituted for the required experience in sub-professional engineering work performing materials sampling and testing, reviewing plans and specifications, construction or infrastructure inspections, traffic engineering, or working on a field survey crew.

    Required Licensing:Possession of a valid State of California driver’s license may be required.
