    Distinguishing Features of the Class

    Coordinates the design and construction of complex engineering capital improvement projects for the Wastewater Reclamation Authority; manages studies and planning efforts for the Wastewater Reclamation Authority; implements modifications to the treatment and conveyance process as needed; works with contractors, engineers, field personnel, facility personnel, and other professional staff to maintain and improve the Wastewater Reclamation Authority’s conveyance and treatment facilities; investigates conveyance and facility issues and takes the appropriate actions to resolve them; performs other related duties as required.

    The principal function of an employee in this class is to provide engineering expertise for the Wastewater Reclamation Authority, to provide project management services and technical assistance for capital improvement projects, and to provide engineering expertise for modifications to the treatment process and conveyance system associated with the Wastewater Reclamation Authority and Wastewater Reclamation Facility. The employee will lead and manage all phases of various capital projects supporting the wastewater infrastructure of the Des Moines Metropolitan Wastewater Reclamation Authority. The employee will apply knowledge of engineering principles for multifaceted projects that contain complex systems including engines, blowers, instruments & controls, machines, fans, pumps, etc. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with managers within the Wastewater Reclamation Facility, business and community organizations, the Wastewater Reclamation Authority Board of Directors, contactors, regulatory agencies, and the public.

    Acceptable Experience and Training

    • Graduation from an accredited college or university with a Bachelor's Degree in Engineering; substantial experience in the construction of wastewater treatment and conveyance facilities; and experience in engineering contract management.
    • Professional Engineer License valid in the state of Iowa.


    Required Special Qualifications

    • Possession of a valid Iowa driver's license or evidence of equivalent mobility.
    • Candidate will be required to successfully pass a post-offer drug screen and physical examination.

    Examples of Essential Work (Illustrative Only)

    • Certify plans as a licensed Engineer;
    • Develops concepts, designs, plans and budgets for all types of engineering projects undertaken by the Wastewater Reclamation Authority;
    • Reviews and evaluates operation, application, installation, start-up and/or repair of facility equipment;
    • Analyzes reports, maps, drawings, blueprints, tests and related information to plan and design projects;
    • Works with a cost effect focus to continuously improve wastewater treatment and conveyances processes;
    • Examines problems in the wastewater treatment process and implements necessary changes as required;
    • Calculates costs and determines project feasibility based upon analysis;
    • Provides engineering and technical direction for the planning and design of projects;
    • Coordinates with contractors, consulting engineers, surveyors, inspectors, utility representatives and other officials to gather and disseminate information and maintain records necessary to satisfy public improvement requirements;
    • Resolves construction and utility conflicts and technical issues;
    • Assembles information from contractors, surveyors, other engineers, technical bulletins and other sources to create plans and special provisions for public improvements;
    • Administers WRA contracts, including scheduling and holding pre-construction conferences, coordinating relocation of utilities, and furnishing data;
    • Generates correspondence and maintains files of public improvements from capital improvements cost estimates through contract final-out and as-built drawings;
    • Attends meetings, conferences, workshops and training sessions and reviews publications and audio-visual materials to become and remain current on the principles, practices and new developments in assigned work areas;
    • Communicates and coordinates regularly with Wastewater Reclamation Facility managers and Team Leaders to maximize the effectiveness and efficiency of interdepartmental operations and activities;
    • Develops budgets and plans and reviews existing facilities to improve efficiency and reduce costs;
    • Performs other directly related duties consistent with the role and function of the classification.
