The Health Services Information Technology (HSIT) Division provides a full range of services to the entire Contra Costa County organization such as managing the central corporate computing complex, a County Wide Area Network (WAN), and numerous Local Area Networks (LANs).

What you will typically be responsible for: Business Systems- Oversee implementation and support of key business IT systems
- Oversee a team of analysts responsible for business requirements collection, vendor selection, system implementation and ongoing application support
- Responsible for project planning and implementation, utilizing IT organizational tools and process for project management
- Coordinate with operational leads, clinical leadership, Change Management, Business Intelligence and other IT teams for system implementation and support
- Track performance metrics for application support
- Facilitate progress reporting and executive updates
- Coordinate project meetings including setting meeting agenda, notes and action items
- Monitor project impact, track, and report results on clinical quality and patient experience metrics
Project Management- Managing portfolio of Health IT projects
- Overseeing project delivery from discovery to closure
- Ensuring project governance is established and communication occurs effectively to all levels of the organization
- Providing cadenced project status updates
- Creating and using standard project artifacts (Charter, RAID, etc)
- Ensuring that all resources assigned to the project are meeting timelines, escalating when appropriate
- Adhering to documented project phase gates
- Supporting organization use of Agile/associated work tracking platforms
Platform & Cloud Engineering- Participate in the strategic planning and lead the operational delivery of hybrid cloud and on-premises platform infrastructure, including the evaluation, migration, and modernization of enterprise platforms in alignment with organizational technology roadmaps and regulatory requirements
Service Desk- Lead the operational delivery of enterprise IT service management functions, ensuring service desk performance, staffing, and process maturity align with the availability requirements of a 24/7 clinical healthcare environment

Minimum QualificationsEducation: Possession of an Bachelor's Degree from an accredited college or university with a major in Computer Science, Medical Informatics, Healthcare Administration, Health Sciences, Business Administration, Public Administration, Engineering, Epidemiology, Biostatistics, Social/Behavioral Sciences, or a closely related field.
Experience: Four (4) years of full-time, or its equivalent, experience as a manager, supervisor, or project manager in a healthcare information technology environment having responsibility for one or more of the following areas: application support, development/programming, systems analysis, technical support, and network or server administration;
OR Four (4) years of full-time, or its equivalent, experience as a clinical lead, supervisor, or manager performing systems analysis in a healthcare information systems environment;
OR Four (4) years of full-time, or its equivalent, experience as a manager, supervisor, or project manager in a public health, health care delivery, or academic institution setting, one (1) year of which must have included direct supervision of staff in epidemiology, surveillance, or program evaluation activities.
Certification: May be required to obtain and maintain vendor specific certifications on applications supported. The incumbent will be required to obtain the certification requested within 6 months of notification from their supervisor.
Substitution for Experience: Possession of a Master’s Degree from an accredited college or university with a major in one of the fields noted above may be substituted for one (1) year of the required experience.
Substitution for Education:
One (1) additional year of qualifying experience noted above may be substituted for the required academic major; ORAdditional qualifying experience may be substituted for the required education on a year-for-year basis, up to a maximum of two years; OR Possession of professional technical certifications can substitute for up to a maximum of two (2) years of the required education. Each of the following current and valid certifications can be substituted for six (6) months of required education: Any of the following Epic certifications: Ambulatory, Tapestry, Epic Resolute Hospital Billing, Epic Care Everywhere, Health Information Management, Prelude (Grand Central), EpicCare Inpatient (ClinDoc), Epic Client Systems Administrator/Manager (ECSM), or Operational Database AdministratorCertified Associate in Healthcare Information and Management Systems (CAHIMS)Health Level 7 (HL7) certificationVMWare Certified Professional (VCP), VMWare Certified Advanced Professional (VCAP), VMWare Certified Design Expert (VCDX)Cisco Certified Network Professional (CCNP), Cisco Certified Internetwork Expert (CCIE)
Desirable Qualifications:- Vendor or Industry certifications, CCNA/CCNP, MCSA/MCSE, CISSP, Epic Certification, CPHIMS, etc.
- Advanced degree or specialization related to the team assigned
- Track record of successful projects
- Working experience with Epic Electronic Health Record systems
- Prior experience in one or more UKG, Service Now, Tyler Technologies, Onbase, Atlassian Jira
- Previous experience in Project Management Office (PMO) or enterprise Project Management Office
- Certified Scrum Master (CSM), ITL certification
Selection ProcessApplication Filing and Evaluation: Applicants will be required to complete a supplemental questionnaire at the time of application. Applications will be evaluated to determine which candidates will move forward in the next phase of the recruitment process.
Behavioral Consistency Questionnaire: Candidates that clearly demonstrate that they possess the minimum qualifications will be invited to participate in a behavioral consistency writing exercise. Candidates will be asked to provide written responses to scenario-based questions designed to evaluate candidates core competencies as they relate to the job. These competencies may include but are not limited to: Delivering Results, Displaying Ownership and Accountability, Leadership, Professional & Technical Expertise, and Writing. Candidates must achieve an average passing score on each of the competencies to pass the overall assessment and be placed on the eligible list. (Weighted 100%)
