    Summary

    Minimum starting salary is $66,000 annually, depending on qualifications

    The City of Waco Seeks:

    An HR professional to lead full-cycle recruiting for assigned departments while also supporting the HR Compensation team. In this role, you’ll help bring in great talent and contribute to compensation efforts that keep the organization running smoothly.

    Minimum Qualifications:

    Required:
    • Bachelor's degree in Human Resources, Business Administration, Public Administration, or a related field.
    • 2 years progressively responsible Human Resources experience, or an equivalent combination of experience and education.
    Preferred:
    PHR or SHRM-CP Certification

    Position Overview:

    Serves as a strategic partner to assigned departments. This role supports recruitment efforts and one designated HR specialty area, applying HR expertise to enhance processes, ensure regulatory compliance, and assist departmental operations with a moderate level of independence.

    Essential Functions:

    • Partners with assigned departments.

    • Manages full-cycle recruitment, including postings, applicant tracking, scheduling, and pre-employment processes.

    • Serves as primary candidate contact and ensure a positive hiring experience.

    • Partners with hiring managers on job postings, screening, interviews, and timelines.

    • Develops recruitment strategies to attract qualified, diverse candidates in compliance with EEO and applicable laws.

    • Maintains records, track metrics, and ensure compliance with City policies.

    • Supports onboarding and new hire processing.

    • Monitor recruitment progress and adjust strategies as needed.

    • Supports outreach efforts and build applicant pipelines through events and partnerships.

    • Analyzes data and trends to improve recruitment processes.

    • Travels to attend meetings, participate in events, and support organizational functions.

    Specialty area:

    Compensation Support

    • Coordinates job description development and updates.

    • Supports career ladder changes and classification updates.

    • Coordinates position control requests and position change documentation.

    • Assists departments with position creation, reclassification requests, and organizational structure updates.

    • Assists with compensation reviews, additional pay requests, and market analysis.

    Governance and Organization

    Waco is a home rule city with a council-manager form of government. The City Council is comprised of a Mayor, elected at-large, and five City Council members representing single-member districts, all serving two-year terms. The City Council sets the tax rate, approves the budget, appoints members to City boards and commissions, enacts City ordinances, and appoints the City Manager, City Attorney, City Secretary, and the Municipal Court Judge.

    The City has a strong Financial Management Policy that guides the operation and delivery of quality City services, contributes to excellent AA+ and Aa1 bond ratings, and maintains an unassigned fund balance reserve in the General Fund equal to 28% of current year budgeted expenditures. The City of Waco has more than 1,600 employees and a total operating budget of over $400 million.

    The City provides a full range of municipal services including a regional airport, animal services, building inspections, code enforcement, convention and visitors bureau, emergency management, housing and community development, economic development, fire, public health, library, municipal court, parks and recreation, planning, police, public works, Texas Ranger Hall of Fame Museum, utilities and zoo operations.
