This senior management position is responsible for planning, developing and implementing policies, procedures, and business activities to ensure compliance with federal and state performance mandates for social services programs. In all four SSA divisions, Human Services Manager, Senior provides supervisory direction to Human Services Managers and high level supervisors to ensure Agency goals are achieved, and are accountable for the performance and productivity of their program operation in delivering efficient and effective services.
Additional responsibilities of the position include but are not limited to:
- Engaging with stakeholders and clients
- Collaborating at multiple internal and external levels to maximize resources
- Developing internal and external partnerships
- Responding to changing program mandates
- Understanding budget impacts on program operations
- Formulating effective strategies and plans for enhancing operations
- Monitoring staff and program performance and leading teams that oversee corrective action as needed
- Performing other work as assigned
DESIRABLE QUALIFICATIONS AND CORE COMPETENCIES: The ideal candidate will possess extensive leadership experience, including at least two (2) years of senior lead or experience over teams led by more junior leaders or supervisors. This includes responsibility for planning, coordinating, and evaluating operations, programs, and processes within a human services environment. In addition, the ideal candidate will demonstrate the following competencies:

- Demonstrate understanding of social services program principles, functions, and operational frameworks
- Manage program performance data, outcome measures, and budgets

- Motivate, coach, and develop staff to achieve performance and productivity goals
- Provide clear direction aligned with agency and County priorities using sound judgment and strategic thinking

- Supervise, evaluate, and support staff, including engagement, development, and performance management
- Administer progressive discipline in a fair, consistent, and timely manner
Planning & Organizing- Lead and manage change by anticipating and responding to program or organizational shifts
- Develop and implement short- and long-term goals and objectives
- Manage workloads, staffing, and resources within budgetary constraints
- Deliver high-quality work under tight deadlines and competing priorities
- Plan and execute projects to achieve measurable results and organizational goals
- Maintain a strong focus on customer service and program outcomes
Communication | Partnership - Communicate clearly and effectively with diverse audiences, both verbally and in writing
- Present complex information and recommendations related to operations, policy, and financial analysis

SPECIAL QUALIFICATIONS : Candidates will be required to undergo and successfully clear a background clearance check prior to the start of their employment. All employment offers are contingent upon successful completion of a background check. Areas considered in the background check include conviction history, employment history, professional references and education verification (i.e. degree, license, or official transcripts) if applicable. Foreign degrees require an evaluation of U.S. equivalency by an agency that is a member of the National Association of Credential Services (N.A.C.E.S.) - In addition, a Child Abuse Central Index (CACI) background clearance check may be required. CACI is a repository of child abuse investigation reports managed by the Department of Justice (DOJ) that contains information related to substantiated cases of physical abuse, sexual abuse, mental/emotional abuse, and/or severe neglect of a child.

Based on the Department's needs, the selection procedures listed above may be modified. All candidates will be notified of any changes in the selection procedure. Eligible List: Once the assessment has been completed, HRS will establish an eligible list of candidates.
