    GENERAL DESCRIPTION :

    The Texas Parks and Wildlife Department (TPWD) proudly serves the people of Texas by providing high quality outdoor recreational opportunities while managing and conserving our state's natural and cultural resources. Our Infrastructure Division provides sustainable planning, design and construction support to our partner divisions. We are seeking a Contract Manager with strong organizational skills, excellent attention to detail, and the ability to be flexible in a fast paced and constantly changing environment.

    Under the direction of the Senior Contract Manager, this position performs highly complex (III) to advanced (IV) procurement and contract management work for capital construction and professional services contracts. This position will provide professional procurement leadership for all phases of capital construction solicitations and contract activities supporting the Department. The role serves as a principal liaison between agency leadership, project managers, professional services firms, contractors and other stakeholders. Work involves developing and managing construction solicitations, contract negotiations, contract formation, and post award monitoring to ensure compliance with all applicable laws, rules, policies, and best practices. Positions at the IV level perform senior-level work with considerable autonomy, manage complex procurement methods, and may train or mentor junior staff. The role is responsible for managing the contract lifecycle and establishing work plans and priorities to meet agency goals and objectives while ensuring compliance with all applicable laws, rules, and regulations. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.



    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education :

    Graduation from an accredited college or university with a Bachelor's degree in Business Administration, Public Administration, Construction Science/Construction Law, or closely related field.

    Experience :

    Contract Specialist III:

    Three years of full-time experience with contract development, contract administration, contract management, contract monitoring, contract evaluation, financial auditing, accounting, or project management.

    Contract Specialist IV:

    Six years of full-time experience with contract development, contract administration, contract management, contract monitoring, contract evaluation, financial auditing, accounting, or project management.

    Licensure :

    Contract Specialist III:

    Must possess or be able to obtain, within six months of employment, a Statewide Procurement Division (SPD) Certified Texas Contract Developer (CTCD) certification.

    Must possess or be able to obtain, within six months of employment, a Statewide Procurement Division (SPD) a Certified Texas Contract Manager (CTCM) certification.

    NOTE: Retention of position contingent upon obtaining and maintaining required licenses and certifications.

    Contract Specialist IV:

    Must possess a Statewide Procurement Division (SPD) Certified Texas Contract Developer (CTCD) certification.

    Must possess or be able to obtain, within six months of employment, a Certified Texas Contract Manager (CTCM) certification.

    NOTE: Retention of position contingent upon obtaining and maintaining required licenses and certifications.

    ACCEPTABLE SUBSTITUTIONS :

    Education :

    One additional year of the required experience may substitute for 30 semester hours of the required education with a maximum substitution of 120 semester hours.

    Experience :

    Thirty additional semester hours beyond a Bachelor's degree from an accredited college or university may be substituted for one year of the required experience, with a maximum substitution of two years.

    PREFERRED QUALIFICATIONS :

    Experience :

    Contract Specialist III:

    Experience with Texas state procurement or contracting.

    Experience with federal, state, and/or local procurement of construction and professional services.

    Experience administering moderately complex contracts and facilitating contract activities.

    Experience developing solicitations including but not limited to Invitation for Bids (IFB).

    Experience with project management processes, tools, and techniques.

    Experience with State of Texas Centralized Accounting and Payroll/Personnel Systems (CAPPS).

    Experience with planning, developing, managing and overseeing contracts per the guidelines and procedures published in the Texas Procurement and Contract Management Guide.

    Contract Specialist IV:

    Experience in all aspects of construction and professional service contracting, at a Texas state agency or Texas institution of higher education, from solicitation through closeout.

    Experience with the Uniform General Conditions for State of Texas construction.

    Experience developing complex solicitations including but not limited to Request for Proposals (RFP), and Request for Qualifications (RFQ).

    Experience with alternative delivery methods including but not limited to Construction Manager at Risk (CMR) and Design Build (DB).

    Experience providing guidance and training to junior level contracting staff.

    Experience with CobbleStone or similar e-Procurement Software.

    Licensure :

    Current Statewide Procurement Division (SPD) Certified Texas Contract Developer (CTCD) certification.

    Current Statewide Procurement Division (SPD) Certified Texas Contract Manager (CTCM) certification.

    KNOWLEDGE, SKILLS AND ABILITIES :

    CONTRACT SPECIALIST III:

    Knowledge of applicable local, state, or federal procurement and contract management requirements, regulations, and best practices.

    Knowledge of public bidding, public works contracting, and negotiating and developing contracts.

    Knowledge of governmental insurance and bonding requirements.

    Knowledge of business administration and accounting principles and practices.

    Knowledge of policies and procedures of contract administration and management.

    Knowledge of Texas state procurement and contract management requirements, regulations, and best practices.

    CONTRACT SPECIALIST IV:

    Knowledge of contract administration and cost monitoring for large scope and/or high-dollar contracts.

    Knowledge of State of Texas public works requirements and Uniform General Conditions.

    CONTRACT SPECIALIST III:

    Skill in effective verbal and written communication.

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

    Skill in interpreting and applying local, state and federal laws, rules and regulations applicable to program.

    Skill in using MS Office and procurement systems.

    CONTRACT SPECIALIST IV:

    Skills of Contract Specialist III; PLUS:

    Skill in tracking and prioritizing activities to meet deadlines.

    Skill in mediating and resolving contract administration disputes and claims.

    CONTRACT SPECIALIST III:

    Ability to correctly interpret, evaluate and develop policies, procedures and regulations.

    Ability to evaluate contracts and recommend future status.

    Ability to effectively demonstrate negotiation and facilitation skills with little supervision.

    Ability to write and edit contracts, requirements, specifications, solicitations, and related correspondence.

    Ability to evaluate fiscal data for reasonableness, necessity, and conformity with contract requirements.

    Ability to work under pressure and stressful conditions.

    Ability to communicate effectively.

    Ability to work under limited supervision, with latitude for the use of initiative and independent judgment.

    Ability to conduct work activities in accordance with TPWD safety program.

    CONTRACT SPECIALIST IV:

    Abilities of Contract Specialist III; PLUS:

    Ability to effectively demonstrate negotiation and facilitation skills with no supervision.

    Ability to train and supervise others.

    Ability to analyze unique or challenging contracting issues and identify alternative courses of action, modify specialized requirements, and solve a variety of contract difficulties.

    Ability to perform advanced (senior-level) contract management work.

    Ability to work under minimal supervision, with considerable latitude for the use of initiative and independent judgment.

    WORKING CONDITIONS :

    Required to work from 8:00 a.m. to 5:00 p.m., Monday through Friday.

    Required to work overtime, as necessary.

    Required to perform work outdoors, occasionally in adverse weather conditions.

    May be required to operate a state vehicle.

    Required to travel 10% with possible overnight stays.

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

    Non-smoking environment in State buildings and vehicles.
