    THE POSITION
    Under direct supervision of the Supervising Public Health Nurse, the Per Diem Public Health Nurse III delivers clinical expertise and training to the Community Health Nursing department. This role trains, guides, and mentors Community Health Nursing Public Health Nurses in case management and home visitation, with a focus on programs that support maternal, child, and adolescent health. Additionally, the Per Diem Public Health Nurse III provides clinical and program oversight to help ensure that program goals and outcomes are successfully achieved.

They will possess excellent communication and organizational skills and have experience leading, training, and supporting fellow nurses, fostering professional growth and high-quality patient care.     WHAT WE OFFER
    In addition to a competitive salary, the County of Ventura offers an attractive compensation and benefits package, subject to eligibility requirements, that may include:
    • Market-Based Adjustment: 1.5% effective April 26, 2026.
    • Bilingual Incentive: Incumbents may be eligible for bilingual incentive depending upon operational need and certification of skill.
    • Educational Incentive: May be eligible for $1.25 an hour for a Bachelor's degree, or $1.75 an hour for Graduate’s degree not specifically required for the classification.
    • Certification Pay: $0.813 per hour based on hours worked per week for each qualified certification up to a maximum of five (5) certifications.


    Per Diem Public Health Nurse III is represented by the California Nurses Association (CNA) and is eligible for overtime compensation. Salary placement will be determined according to the current California Nurse's Association (CNA) Per Diem memorandum of agreement.

    NOTE: Public Health's hours of operation are Monday through Friday 8:00 am to 5:00 pm. The work schedule for this role will be determined based on departmental needs and are subject to supervisor approval.

    The eligible list established from this recruitment may be used to fill current and future Regular (including Temporary and Fixed-Term), Intermittent, and Extra Help vacancies for this or similar positions only. There is currently one (1) Per Diem vacancy.

    Examples Of Duties

    Duties may include, but are not limited to the following:
    • Manages assigned program by providing oversight, ongoing training, and evaluation of assigned personnel;
    • Manages standards of care by ensuring compliance with public health guidelines and regulatory requirements;
    • Leads program development efforts by establishing program measurements, goals, objectives, and strategic priorities;
    • Assists in the review and interpretation of state legislation and guidelines;
    • May assist with grant writing, policy creation, program evaluation and budget oversight;
    • Provides nursing education;
    • Participates in case conferencing and complex case coordination;
    • Provides clinical and field services and trains Public Health Nurses in these areas;
    • Provides public health nursing services in a variety of settings, including homes, clinics, community programs, and other field locations, requiring regular and reliable driving between sites;
    • May manage a public health caseload which includes assessment, intervention and referral on medical, psycho-social, nutritional, educational and development needs of maternal, child, and adolescent health populations;
    • Responds to public health emergencies and disasters as needed, requiring the ability to drive to and between affected locations to deliver timely nursing care within professional scope of practice;
    • Represents the Public Health Department on community coalitions;
    • Collaborates with community organizations to provide services and special community events; and
    • Performs other related duties as required


    Typical Qualifications

    These are entrance requirements to the exam process and assure neither continuance in the process nor placement on an eligible list.

    EDUCATION, TRAINING, and EXPERIENCE
    • Possession of a Bachelor's Degree in Nursing from an accredited program
    • Completion of a Public Health Nursing (PHN) program which meets the California Board of Registered Nursing requirements for certification as a Public Health Nurse
    • Three (3) years of experience as a registered nurse with at least two (2) years as a Registered Nurse in a public health capacity

    A Masters Degree in a related field may substitute for one (1) year of experience in nursing

    NECESSARY SPECIAL REQUIREMENTS
    • Lead or supervisory experience
    • Must possess and maintain a current, valid State of California Registered Nurse license
    • Must possess and maintain a current, valid State of California Public Health Nurse credential
    • Must possess a current, valid Basic Life Support (BLS/CPR) certification by first day of employment and maintain it thereafter
    • Must possess or obtain a valid California driver's license by date of hire and maintain it thereafter

    DESIRED
    • Bilingual in English and Spanish
    • Experience supporting programs focused on maternal, child, and adolescent health populations


    KNOWLEDGE, SKILLS and ABILITIES
    Working knowledge of: public health nursing practices; basic nursing skills; community organization and resources as they relate to public health nursing; grant writing and evaluations; budget management; safe driving practices; principles and techniques of supervision and training.

    Ability to: oversee, organize, and participate in public health nursing activities; evaluate nursing programs and staff education programs; plan and supervise the work of others; analyze situations accurately and take effective actions; maintain confidentiality of patient/client information; establish and maintain effective interpersonal relations with individuals, families and agencies; operate a County vehicle; and communicate effectively in an oral and written manner.
