    Position Information

    This recruitment is promotional only. You must presently be a full or part-time regular or probationary County of Sonoma, Community Development Commission, Sonoma County Fairgrounds, or Sonoma County Water Agency employee in order to apply for this position.

    The Department of Health Services has requested a county-wide promotional certification to fill a Revenue Management Unit Manager position. Qualified County employees who wish to be considered for future positions should consider applying to this recruitment. This employment list may also be used to fill future full-time or part-time positions as they occur during the active status of the list. The Civil Service title for this position is Administrative Services Officer I.

    About the Position

    The Revenue Management Unit Manager is responsible for the Department of Health Services' revenue management cycle operations, which includes providing leadership and managing the administrative and fiscal functions associated with claims processing, payment, and revenue generation within the Behavioral Health and Public Health Divisions. In this position, you will:

    • Lead and oversee daily operations of billing and claims processing for Medicare, Medi-Cal, and private insurance, ensuring accuracy, efficiency, and compliance
    • Provide strategic and operational leadership for Behavioral Health contracts, including oversight of compliance requirements and contract execution
    • Manage revenue cycle activities, including monitoring billing trends, resolving denials, and implementing strategies to protect and optimize revenue
    • Direct the preparation and analysis of financial and operational reports, delivering timely insights to support executive decision-making
    • Ensure compliance with all regulatory requirements, including credentialing, state reporting, and adherence to applicable guidelines and standards
    • Collaborate with internal and external stakeholders, representing the organization in key meetings and fostering strong cross-functional partnerships
    • Supervise, mentor, and develop staff while driving performance, accountability, and continuous improvement initiatives


    As the ideal candidate for this role, you will bring prior billing experience and a background in establishing billing processes and procedures. You will also possess many of the following:

    • Excellent verbal and written communication skills to explain data related to the role and present detailed information to stakeholders
    • The ability to lead and successfully manage people, projects, and tasks in a fast-paced environment
    • Excellent knowledge of accounting and cost principles, Medi-Cal/Medicare billing systems, insurance billing cycles, and Electronic Health Records (EHR)
    • Strong analytical and critical thinking skills, to review, analyze, and interpret data, overcome challenges, and implement solutions
    • The ability to support and motivate the employees in the Revenue Management Unit, and create a collaborative environment
    • Excellent management skills with the proven ability to work collaboratively with a variety of internal and external stakeholders

    Minimum Qualifications

    Experience: Experience which would provide the opportunity to acquire the knowledge and abilities listed. Normally, two years of progressively responsible experience in a professional, human resources, administrative or fiscal staff position would provide such an opportunity. Experience supervising professional, administrative or technical staff is desirable.

    Education: Academic coursework which would provide the opportunity to acquire the knowledge and abilities listed. Normally, coursework in public administration, business administration, management, accounting, statistics, human resources or closely related courses would provide such an opportunity.

    License: Possession of a valid driver's license at the appropriate level including necessary special endorsements, as required by the State of California to perform the essential job functions of the position.

    The position advertised on this announcement does not require possession of a valid California Driver’s License.

    Knowledge, Skills, and Abilities

    Considerable knowledge of: principles and practices relating to modern budget, programs and systems management.

    Working knowledge of: operations and functions of county government; group dynamics as it relates to public organizations; research methodology, report writing and basic statistics, and their application; rate analysis; public debt analysis and legal requirements; grant proposal preparation; alternative funding sources; effective human resources and supervisory techniques; written and oral communications, including language mechanics, syntax and English composition; and modern office methods and procedures; the use of electronic information equipment and specific systems as used within the department.

    Ability to: plan and organize research and statistical work relating to the various aspects of administration, budget and general management matters; understand, interpret and apply rules, regulations, ordinances, and federal, state and local legislation; effectively communicate orally and in writing, and present conclusions before advisory and policy bodies; effectively supervise the work of professional, technical and office support staff; establish and maintain effective working relationships with county management personnel, employees, and the public in carrying out sound management policies; perform data collection, interpretation and evaluation pertaining to administrative, fiscal and management matters; use principles of inductive and deductive reasoning to validate conclusions and recommendations; analyze administrative problems, budgets, and a variety of programs, systems and procedures; use electronic information equipment and specific systems as used within the department.

    The selection procedure will consist of the following examination:

    An Application and Supplemental Questionnaire Appraisal Examination (weight 100%) will be conducted to evaluate each applicant's application and supplemental questionnaire for satisfaction of minimum qualifications (pass/not pass); and for educational coursework, training, experience, knowledge, and abilities which relate to this position.
