Job Description:Program Manager IIPurpose:Under limited direction, responsible for developing, implementing and managing moderately complex program(s) that integrates multiple elements or projects to achieve a defined objective.

- Develops and implements full-scale programs that may have multiple internal and external stakeholders.
- Determines program goals, objectives, and resource requirements.
- Establishes program standards, methods, policies, and procedures.
- Coordinates and collaborates with multiple stakeholders involved in or affected by programs.
- Monitors and evaluates program effectiveness, and implements improvement strategies.
- Develops, manages, and monitors the program budget and associated projects and provides financial information.
- Assists in the development, management, and submittal of proposed budget forecast planning.
- Manages, coordinates, implements, and monitors projects associated with assigned programs.
- Interacts with internal and external customers.
- Investigates and responds to inquiries from the public and other departments.
- Attends meetings and conducts presentations Board and Commissions, City Council Committees, City Council, and other related agencies.

Minimum Qualifications:- Graduation with Bachelor's degree from an accredited college or university with major course work in a field related to the job, plus four (4) years of experience in a field related to the job, including two (2) years of which were in a supervisory, project, or program management capacity.
Preferred Qualifications:- Experience and/or training in project design and delivery.
- Experience supervising or leading a team of varied skill sets.
- Experience collaborating with community stakeholders.
Licenses and Certifications Required:Valid Texas Class C Driver License.

Austin Transportation & Public works is seeking a Program Manager II to oversee the City’s award-winning Neighborhood Partnering Program (NPP). This role will lead NPP, working as part of the department’s broader Placemaking Team including Plazas and Public Spaces, Mobility Hubs, Living Streets, Artboxes and various other placemaking initiatives.
NPP, which includes the City’s Adopt-Adopt-Spot program, is a unique program that helps local groups fund, develop, and construct their projects on City-owned property or right-of-way. Projects are initiated by neighborhoods groups, community organizations, or groups of residents who propose to participate in "cost-sharing" and project maintenance through any combination of cash, donated materials, labor or volunteer hours. The NPP Program Manager and staff are responsible for the full lifecycle of these community-initiated projects including feasibility, scoping, application support, project approvals, as well as construction and implementation of awarded projects. NPP has completed over 80 community-initiated partnership projects since its launch in 2010.
Ideal candidates have the aptitude and experience to conduct intensive coordination with both the community and internal stakeholder departments to scope projects, determine feasibility, and develop budgets and maintenance agreements while guiding community partners through the proposal process. We’re seeking someone with endless energy for problem solving, patience for relationship management, and a firm grasp of project design and delivery. Success requires broad knowledge, tact, organization, and persistence to navigate complex City processes and regulations while managing community relationships to develop projects that can be successful.

Essential Employee: This position is considered an “Essential” role and is essential to the operations of the City based on the preparation, response, and recovery phase of extraordinary situations or emergency conditions. As an employee that has been designated as “Essential” the expectation will be to work at a designated work site during declared extraordinary situations or emergency conditions to serve the community. Essential Employees during emergencies play a role in ensuring the public health, safety, and welfare of our community and ensuring City operations continue.
Pay Rate: $71,630 - $90,980Hours: Monday - Friday 8:00am to 5:00pm.
