    POSITION OVERVIEW

    DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

    The Staff Analyst is responsible for performing professional-level analytical work in support of grant reporting, regulatory compliance, fiscal monitoring, and interdepartmental coordination. This position serves as a liaison between the various programs and divisions within the Health Department (HHD) and with Grantor to ensure compliance with grant reporting requirements. Work involves preparing reports, monitoring grant expenditures, analyzing performance data, ensuring regulatory adherence, and coordinating grant-related activities across departmental units.

    ESSENTIAL FUNCTIONS INCLUDE:
    • Serve as the primary point of contact for PHIG-related activities, reporting, and ensuring clear communication and collaboration with all stakeholders
    • Grant reporting & Documentation - prepare and submit required programmatic and performance reports in grantor software systems
    • Ensure reports meet granter guidelines, submission deadlines, and required formats and metrics
    • Maintain organized documentation for audit readiness
    • Compliance & Monitoring - review program activities for compliance alignment
    • Track corrective action plans if warranted by auditor or granter
    • Work closely with program/project managers, budget analysts, principal investigators, evaluators, and granter designee to provide updates, reports, request required information to complete status updates in timely manner
    • Serve as point of contact for program/project managers, finance, and principal investigators while communicating updates, deadlines, and clarifying granter requests for project leads
    • Ensure reporting aligns with grant objectives

    WORKING CONDITIONS
    There are no major sources of discomfort, i.e., essentially normal office environment with acceptable lighting, temperature and air conditions. The position is physically comfortable, the individual has discretion about walking, standing, etc.

    MINIMUM REQUIREMENTS

    EDUCATIONAL REQUIREMENTS
    Requires a Bachelor's degree in Business Administration, Public Administration or a field directly related to the type of work being performed.

    Graduate degrees related to the type of work to be performed may substitute for the experience requirement on a year-for-year basis.

    EXPERIENCE REQUIREMENTS
    Three (3) years of professional administrative, financial or analytical experience related to the type of work being performed are required.

    Professional experience related to the type of work to be performed may substitute for the education requirement on a year-for-year basis.

    LICENSE REQUIREMENTS
    A valid Texas driver's license and compliance with the City of Houston's policy on driving (AP 2-2).

    PREFERENCES

    **Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

    Candidate must possess the following key competencies:
    • Knowledge of federal, state, and municipal grant administration principles
    • Strong analytical and financial monitoring skills
    • Attention to detail and documentation rigor
    • Ability to translate technical requirements into operational guidance
    • Proficiency in data analysis and reporting tools
    • Strong written and verbal communication skills
    • Cross - departmental coordination ability


    GENERAL INFORMATION

    SALARY INFORMATION

    GRANT FUNDED

    Grants & Special funded positions are dependent upon continued available funds. If funding is no longer available, employee may be laid off or transferred. Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.

    Pay Grade 26
