    City Planning and Development Department - Community Planning Division
    Location: 414 E 12th St.
    Pay: $4,619-$6,928 per month
    Schedule: Monday-Friday, 8:00 a.m.-5:00 p.m.*Telework available after 6 month probationary period

    What you'll do
    • Own grant financial compliance by managing EPA Brownfields grants and RLF funds to ensure all financial activity meets federal terms, audit standards, and reporting requirements.
    • Manage budgets and cash flow by preparing the Brownfields Office annual budget, tracking program income, and forecasting future cash needs against operating costs.
    • Produce accurate financial reporting by preparing monthly financial status reports and required federal grant reports that support transparency and informed decision-making.
    • Oversee purchasing and payments by originating purchase orders, processing invoices, change orders, and budget transfers to keep projects moving on time.
    • Administer loans and subgrants by processing RLF loan and subgrant applications, managing closings, disbursing funds, and supporting loan servicing.
    • Improve systems and processes by evaluating program efficiency, responding to audits, and writing clear Standard Operating Procedures that strengthen long-term operations.

    • Grant and loan accounts reconcile cleanly between PeopleSoft and EPA financial systems.
    • Budgets are accurate, auditable, and aligned with program priorities.
    • Financial reports are submitted on time with no compliance findings.
    • Loan and subgrant funds are disbursed efficiently and tracked correctly.
    • Leadership has clear, reliable financial data to guide program decisions.

    Qualifications

    REQUIRES
    • An accredited Master's degree in public or business administration, urban or regional planning, economics, organizational psychology/development, project management, or geography;

    OR
    • an accredited Bachelor's degree and 1 year of professional experience in public or business administration, corporate/municipal finance, research, accounting, planning, project/program management or geographical information system analytics.
    • Preference for applicants with skills in financial management, accounting or bookkeeping. Federal, state, local or institutional grants management. Lending, banking, underwriting or servicing loans. Economic or community development. Proficiency in PeopleSoft or other financial management systems. Strong analytical and organizational skills. Excellent communication and customer service skills.

Unless otherwise specified, an accredited degree must be obtained from a college or university listed with the U.S. Department of Education and recognized by the U.S. Secretary of Education.
    For positions with a salary grade of EX6 or higher that require an accredited degree, qualifying professional experience must be obtained AFTER the accredited degree is obtained.
    Successful completion of a pre-employment criminal history/background check is required for all positions. Some positions require a post offer drug screen and/or physical.

    If appointed, non-residents must obtain residency inside Kansas City, Missouri's city limits within nine months.
