    Description

    The Safety Manager manages the safety program for the County and supervises and directs the activities of

    two Safety Officers, and one temporary employee. The incumbent also develops and implements County

    safety policies and programs to promote a safe and healthful work environment.

    HIRING SALARY RANGE: $76,315 - $99,964 (Estimated Annual Salary Dependent on Qualifications)

    Duties and Responsibilities

    ESSENTIAL FUNCTIONS:

    • Collaborates with the Director and the Safety and Risk Management Department to identify potential safety issues and creates plans to reduce such issues by ensuring County has adequate and proper safety supplies and by developing and implementing County-wide or departmental/office programs.
    • Addresses questions or concerns relating to sensitive safety issues, and provides information, advice or takes proper action to assist in a timely and efficient resolution to the problem.
    • Provides oversight of programs routinely conducted by Safety Officers such as Accident and Injury Investigation, Facility Inspections, Radiation Safety, Industrial Hygiene, Indoor Air and Water Quality, Spill Response and Environmental issues, Blood borne and Air borne pathogens, Hazardous Chemical, OSHA and other training programs, Biological Waste disposal, Medical Records, and other safety and health programs. Additionally, maintain proficiency in each of these areas through training and through practice in the field.
    • Manages the County’s Vehicle Collision and Review Board.
    • Performs emergency response and other on-call functions to include Awendaw Fires, blood-borne pathogens incidences, water intrusion incidences, hazardous material spills, sewage back-ups, unusual odors and other indoor air quality testing and concerns, County employee vehicle accidents, and serious injuries with Safety Officers.
    • Manages the Random and For-Cause Drug and Alcohol testing program for the County.
    • Researches work in safety, environmental, industrial hygiene, medical, fire, and engineering.
    • Performs field work to include inspections, handling complaints, site visits, individual safety and health emphasis, and removes biohazard waste from remote drop/resupply sites around the County along with the safety officers.
    • Oversees and directs the activities of the Safety Committee and may serve as the Chair as needed.
    • Prepares budget for department and manages spending of safety officers.
    • Participates in all aspects of personnel administration with assigned employees, including planning work and workloads, developing training programs, providing leadership, hiring, and termination.
    • Responds to questions, comments, and requests in a courteous, timely manner.
    • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
    • Keeps immediate supervisor and designated others fully and accurately informed concerning work progress, including present and potential work problems and suggestions for new or improved ways of addressing such problems.
    • Performs other duties or assumes other responsibilities as apparent or assigned.


    Minimum Qualifications

    QUALIFICATIONS:

    • Bachelor’s Degree in Environmental Science, Risk Management, Safety Management, or related field of study.
    • Minimum of ten (10) years or more of progressively responsible experience in Environmental Science, Risk Management, and Safety Management. Progressive experience must include a minimum of five (5) years in a supervisory capacity.
    • Certification as an American Society Safety Engineer (ASP/CSP) or Industrial Hygienist preferred.
    • Comprehensive knowledge of OSHA, NFPA, ADA, DOT, DHEC, and other pertinent regulatory mandates and interpretations required to implement the mandates.
    • Must possess a valid SC Drivers license (or obtain within three (3) months of hire) and meet the requirements of the County’s motor vehicle policy.


    PHYSICAL REQUIREMENTS:

    • Able to function productively in a standard office environment accessing cabinets, shelving, work areas and office equipment.
    • Able to lift, carry, push, and pull up to twenty-five (25) pounds occasionally.
    • Able to sit or stand for long periods of time and to maintain focus on work assignment(s).
    • Able to effectively communicate orally (in person and over the telephone) and in writing (electronically and handwritten) in English.


    WORKING CONDITIONS:

    • Work is performed inside and outside. Exposure to cold, heat and elements of weather and nature may be encountered.
    • Standard work hours would be Monday - Friday between the hours of 8:30 - 5:00 PM or as determined by the supervisor.
    • Position requires moderate travel within and outside of the County which imposes common travel hazards.
    • May be designated to report to work during hazardous weather and other emergency conditions.
    • All employees of Charleston County Government must reside in South Carolina.
