    Job Description and Duties

    This recruitment is for five positions: three Housing and Community Development Specialist (HCDS) II positions and two HCDS I positions. Applicants must clearly indicate on their application which classification(s) they wish to be considered for.

    Note: Effective July 1, 2025, a 3% salary reduction is in place under the Personal Leave Program (PLP), with 5 hours of Personal Leave Credit earned monthly in exchange. This program is subject to change based on union agreements and state budget policy.

    The positions are located in Sacramento.

    The positions are for the new Housing Development and Finance Committee (HDFC) within the California Housing and Homelessness Agency (CHHA). The HDFC's mission is to streamline California’s affordable housing finance system by offering a single application and unified timeline across multiple funding programs, coordinating asset management and compliance, enhancing public transparency, and securing policy decisions and appeals within a public forum.

    The Senior Housing Development Finance Specialist is responsible for independently and collaboratively conducting high-level policy research, planning, programmatic delivery, and program evaluation related to integrated state-funded multifamily housing programs across a spectrum of policy priority areas. The position plays a leading role in designing and implementing HDFC's single application affordable housing finance system in collaboration with other State agencies. The position requires the ability to deliver independent analysis and recommendations on housing development finance policy, statute, programs, and project level budgets and information. This position will help to design, implement, review applications for funding, and make recommendations for HDFC’s single application financing process.

    The role requires an understanding of affordable multifamily housing development finance. Collaboration with other HDFC staff and leaders, as well as with other HDFC member groups is critical in this role. As part of the team standing up HDFC, you will be in a fast paced and collaborative environment working to implement streamlining of the affordable housing finance system in California.

    Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated based on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.

    • Experience working with and/or understanding of affordable housing development, including affordable housing finance.
    • Experience as a project manager, leading teams and project initiatives that may include project planning tools, task management, collaboration, time management, problem solving, organizing successful work projects.
    • Experience working with California State government and local housing policy, including the legislative process for affordable housing and/or housing development
    • Experience and the ability to effectively collaborate and communicate with diverse stakeholder groups, including government agencies, affordable housing developers, and/or local service providers and community-based organizations.
    • Experience analyzing data to prepare materials such as policy briefs, papers, presentations and technical assistance documents that promote safe, affordable homes and vibrant, inclusive, sustainable communities for all Californians.
