    ABOUT THE POSITION

    The Chief Fiscal Officer (CFO) is an executive leadership position within the Fiscal Office within the Health and Human Services Department (HHS) at the County of Marin. Reporting to the HHS Chief Assistant Director of Finance, the CFO provides strategic leadership and direction for department-wide fiscal operations across all HHS Divisions, including Planning and Administration, Public Health, Behavioral Health and Recovery Services, Homelessness and Coordinated Care, and Social Services. The CFO directs and oversees all aspects of fiscal management, including budgeting, accounting, financial reporting, revenue management, and contract financial oversight. This position is responsible for the development, implementation, and evaluation of fiscal policies, procedures, and internal controls to ensure compliance, accountability, and effective stewardship of public funds.

    The CFO is responsible for analyzing, evaluating, recommending, and implementing department-wide fiscal policies, procedures, and control improvements, and serves as the principal fiscal expert for state, federal, grant, insurance, and other funding sources. The CFO also provides executive oversight of revenue and billing systems, including Medi-Cal and insurance reimbursement, and ensures alignment between fiscal operations, regulatory requirements, and supporting systems such as Electronic Health Records (across Physical Health, Specialty Mental Health, and Medication Services).The CFO negotiates and oversees financial compliance with private insurance entities and monitors the ratio of private-insurance clients within the system of care to ensure continued support for the County’s safety-net population. The CFO leads a multidisciplinary team through multiple levels of management to support the department’s mission and service delivery goals.

    The Chief Fiscal Officer is a supervisory position with direct and indirect reports. The CFO for HHS takes an active role in performance management, coaching and staff/team development.

    OUR HIGHLY QUALIFIED CANDIDATE
    Our highly qualified candidate is an experienced senior-level fiscal leader with a strong track record of success in complex Health and Human Services environments, such as public health, behavioral health and recovery services, social services, homelessness and coordinated care, planning and administration, or related systems of care. This individual brings deep expertise in managing diverse and braided funding streams, including Medi-Cal, private insurance, and federal, state, and grant funding sources.

    The highly qualified candidate possesses extensive knowledge of governmental accounting, budgeting, financial controls, and regulatory compliance, and demonstrates sound judgment in navigating complex fiscal and policy environments. They are skilled at translating intricate funding requirements, legislation, and financial data into clear, actionable guidance for executive leadership and program staff.

    A collaborative and strategic partner, the ideal candidate works effectively with executive leadership, program management, County stakeholders, and external partners. They have experience overseeing revenue and billing functions, including Medi-Cal and insurance reimbursement, and understand the intersection of fiscal operations, compliance, and service delivery systems.

    This individual is an effective communicator who can present complex fiscal information clearly and concisely to diverse audiences. They are highly organized, analytical, and solutions-oriented, with the ability to anticipate challenges, resolve complex fiscal and compliance issues, and implement sustainable improvements. Experience with both cash-basis and accrual-basis accounting is highly desirable.

    QUALIFICATIONS
    Knowledge of:
    • Principles and methods of financial management, accounting, and budget preparation, analysis and management.
    • Public administration principles and practices, including strategic planning; goal setting; program development, implementation, and evaluation; administrative organization; and effective employee relations and management in a public setting.
    • Cost accounting procedures and their relation to state, federal, and local reporting and auditing requirements, practices and policies.
    • Federal, state, and County laws, codes and regulations pertaining to accountability for public health, behavioral health, and social service funds.
    • Funding sources and requirements for health and human services programs, including grants management and audit requirements.
    • Research methods and techniques.
    • Federal and state legislative processes.
    • Tools and skills for continuous process improvement and workflow efficiency improvements.
    • Supervisory techniques and principles for successful leadership.
    • Technology, systems and software designed to assist in the computerized management of information.
    Ability to:
    • Plan, organize, direct, and coordinate the work of accounting, fiscal, budget and administrative staff; train staff at all levels on managing budgets, contracts and other fiscal matters.
    • Think critically; conduct strategic planning; analyze accounting data and draw sound conclusions.
    • Prepare and maintain control of the departmental budget.
    • Prepare and analyze clear and concise statements and reports.
    • Develop and implement new and revised fiscal management methods and procedures.
    • Establish and maintain cooperative working relationships with those contacted in the course of the work.
    • Brief the department's executive leadership team on issues and problems in fiscal accountability, reporting, and budgeting.
    • Communicate effectively both verbally and in written form.
    • Act as a liaison to advise or resolve differences with individuals, groups and management.


    MINIMUM QUALIFICATIONS
    Any combination of education and experience that would provide the knowledge and skills listed. Typically, equivalent to a college graduation with major coursework in business, public or health administration or closely related field and five years of progressively responsible professional experience involving budget, financial planning, and program analysis including, administrative/budget analysis responsibilities within a public health, social services or behavioral health agency with at least one year at the supervisory level. A Master's Degree in Business, Public Administration, Public Health, Health Administration, or similar may substitute for one year of experience.
