JOB SUMMARYThe Multimodal Parking Initiatives Manager leads the planning, coordination, and oversight of the City’s parking and micro-mobility programs to support safe, efficient, and user-focused transportation services. The role provides strategic direction for program operations, capital improvements, and service expansion while ensuring strong technical and administrative management. It supervises assigned staff and collaborates across departments to advance multimodal mobility initiatives.
This position is opened until filled. ESSENTIAL FUNCTIONS- Develops and leads a comprehensive parking and multimodal transportation program, establishing strategies that support City mobility goals.
- Oversees budgeting, grants, interlocal agreements, public-private partnerships, and procurement activities to ensure effective and compliant program operations.
- Implements key parking and mobility initiatives, aligning program efforts with the Downtown Master Plan, Transportation Master Plan, Comprehensive Plan, and other City priorities.
- Designs and advances sustainable Transportation Demand Management strategies to promote transit use, shared mobility, cycling, and walking.
- Provides administrative support to the Parking Advisory Board and manages all Parking Benefit Districts established by City Council.
- Coordinates parking and multimodal objectives across City departments and integrates them with broader master planning efforts.
- Manages contracts and capital projects related to shared mobility and parking infrastructure, including bike share, scooter operations, car share, and paid parking systems.
- Negotiates and administers lease agreements and public-private partnerships for off-street parking facility planning, construction, and management.
- Represents the program through presentations to City Council, staff, advisory boards, community groups, and external organizations.
- Leads public outreach and marketing efforts to increase awareness and engagement with multimodal and parking initiatives.
- Monitors and evaluates emerging best practices and technologies in parking and mobility to inform program innovation and improvement.
- Provides leadership and oversight for assigned staff, including supervision, training, performance management, and professional development.
- Supports customer service needs, participates in technical training, conducts site reviews, engages in regional mobility initiatives, and performs related duties as assigned.
MINIMUM REQUIREMENTS & PREFERRED QUALIFICATIONS MINIMUM REQUIREMENTS - Bachelor’s degree in transportation, urban planning, public administration, engineering, geography or a closely related field. Additional work experience above the required minimum may be substituted on year-for-year basis.
- Five (5) years progressively responsible experience in program development and management, planning and development services, contract management and administration, budget preparation and monitoring. Additional education may be considered in lieu of years of experience on a year-for-year basis.
- Must possess, or have the ability to obtain, a valid Texas Class C Driver's License with an acceptable driving record.
PREFERRED QUALIFICATIONS - Master’s degree in transportation, urban planning, public administration, engineering, geography or a closely related field
- Knowledge of Federal Transit Administration and/or other transportation grant management
COMPETENCIES AND ENVIRONMENT KNOWLEDGE, SKILLS, AND ABILITIES - Knowledge of resource planning and budget management principles, including analyzing operational needs, forecasting costs, allocating resources, and ensuring efficient, cost-effective program operations.

- Ability to maintain confidentiality; follow written and verbal instructions; communicate clearly and concisely; and uphold a courteous, professional demeanor.

PHYSICAL DEMANDS This position requires lifting up to 30 pounds occasionally. Subject to walking, vision, hearing and talking constantly; standing, sitting, lifting, reaching and foot controls frequently; pushing/pulling, handling, fine dexterity, kneeling, crouching, crawling, bending, twisting, climbing and balancing occasionally; carrying rarely.
WORK ENVIRONMENT Working conditions involves exposure to variable and/or extreme weather conditions, heavy equipment, fleet machinery, hazardous chemicals/materials, infectious diseases, cuts, burns, or other physical harm. Utilizes personal protective equipment as required.
