    GENERAL DESCRIPTION:

    Under the direction of the Assistant Superintendent and Park Superintendent, this position performs highly advanced (senior-level) supervisory maintenance, project management, and large-scale construction work. Provides supervision and guidance to maintenance field staff, scheduling workloads, training, safety program, and assisting with daily maintenance and repairs of facilities, grounds, and equipment. Operates, maintains and trains others in various types of equipment, including hand and power tools, mowers, tractors, heavy equipment, and trucks. Participates in cultural and natural resource stewardship; financial management, including budget planning and purchasing materials and supplies, inventory and preventative maintenance management software and programs, and reviews, and approves reports, human resources management; customer service, public relations; interpretation and education, coordinating special events, engaging in community outreach, volunteer development and coordination of partnerships. Inspects and audits completed work on buildings, equipment, machinery, vehicles, grounds; and reports inspection findings to appropriate staff, management, and other agencies. Performs daily preventative maintenance (cleaning/inspection) of facilities and grounds. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division and Branch rules, regulations and procedures.



    Qualifications:

    MINIMUM QUALIFICATIONS :

    Education:

    Graduation from High School or GED.

    Experience:

    Five years of facility, equipment or grounds maintenance experience.

    Three years of experience as a supervisor or team leader, which may include oversight of paid staff, volunteers, or alternative workforces.

    NOTE: Experience may have occurred concurrently.

    Licensure:

    Required to have a state driver's license or obtain one within 30 days of employment.

    Must possess or be able to obtain within one year of employment, class "D" Water and Wastewater licenses issued by the Texas Commission on Environmental Quality (TCEQ).

    NOTE: Retention of position contingent upon obtaining and maintaining required licenses and compliance with the Texas Commission on Environmental Quality's (TCEQ) Criminal Conviction Guidelines.

    PREFERRED QUALIFICATIONS:

    Experience:

    Experience working with the public.

    Licensure:

    Current class "D" Water and Wastewater license issued by the Texas Commission on Environmental Quality (TCEQ).

    KNOWLEDGE, SKILLS AND ABILITIES:

    Knowledge of natural and cultural resource management and conservation principles.

    Knowledge of facility, equipment, and ground maintenance repair programs and repair techniques.

    Knowledge of TCEQ rules and regulations on proper operation and performance standards for water and wastewater systems.

    Knowledge of public water and wastewater systems.

    Knowledge of general custodial duties.

    Knowledge of commercial electrical and plumbing applications.

    Knowledge of building materials.

    Skill in using MS Word, Excel, and Outlook.

    Skill in using hand and power tools, mowers, trimmers, chainsaws, tractors, vehicles, generators, and other mechanical equipment.

    Skill in using standard office equipment.

    Skill in basic report writing and developing and maintaining records.

    Skill in effective verbal and written communication.

    Skill in providing quality customer service in a courteous and professional manner.

    Skill in establishing and maintaining effective work relationships with co-workers and work-related contacts.

    Skill in making independent, sound, and timely decisions.

    Skill in equipment and electronic maintenance.

    Skill in selecting appropriate tools and equipment.

    Skill in troubleshooting situations to determine appropriate actions to resolve problems.

    Ability to uniformly and consistently interpret and assist in enforcing park rules and regulations in a fair and consistent manner.

    Ability to maintain utility systems in accordance with TCEQ rules and regulations.

    Ability to work as a member of a team.

    Ability to work independently with little or no supervision.

    Ability to work under stressful conditions.

    Ability to organize preventive maintenance programs.

    Ability to apply proper methods, techniques, and procedures in the maintenance and repair of buildings and equipment.

    Ability to interpret drawings, diagrams, and blueprints.

    Ability to communicate effectively.

    Ability to serve as a lead worker providing direction to others.

    Ability to perform manual labor, including lifting supplies and materials up to 50 lbs.

    Ability to conduct work activities in accordance with TPWD safety program.

    WORKING CONDITIONS:

    Required to work in a high visitation public park with overnight camping and day use.

    Required to work 40 hours per week, including various schedules with hours other than 8:00 a.m. to 5:00p.m. and days off other than Saturdays, Sundays, and holidays.

    Required to respond to emergency and on call situations.

    Required to adjust to changing schedules.

    Required to perform manual labor, including lifting supplies and materials up to 50 lbs.

    Required to perform work outdoors, occasionally in adverse weather conditions.

    Must conform to TPWD dress and grooming standards, work rules, and safety procedures.

    Required to travel 10% with possible overnight stays.

    Required to live within 30 miles of the park or on site in state housing with a monthly deduction of $351.45. Housing rates are established by oversight agencies and may change according to market value.

    Required to operate a State vehicle.

    Non-smoking environment in State buildings and vehicles.
