Job Description
Summary

This is a competitive posting, and the position is open to all qualified candidates.

King County’s Wastewater Treatment Division has an immediate need for an Industrial Instrument and Electrical Lead at the South Treatment Plant. If you’ve been part of an Instrumentation and Electrical Team and are looking to grow and develop into a future leader, this position may be for you. This entry level leadership position will help guide and lead a combined shop of Instrument Technicians. You’ll have the opportunity to use and expand your leadership and technical skills while continuing to grow within King County’s Wastewater Treatment Division O&M. As a mission critical employee for King County, our efforts directly support operations as we collaborate with other crafts and work groups to resolve plant issues and achieve common goals. About the Role

The responsibilities of this classification include overseeing and directing the technical work of employees performing instrumentation and control work in a wastewater treatment plant and associated facilities. Incumbents perform specific instrumentation and/or electrical duties and responsibilities and are considered working technical leads. This position will be primarily responsible for coordinating and scheduling work activities for the Instrument side of the Team and working with the other Lead to guide the overall Instrumentation and Electrical Team. In this position, you’ll have the opportunity to use and expand your leadership skills, all while continuing to grow in the instrumentation and electrical fields. This role will be involved in a variety of large- and small-scale plant reliability improvement projects.

Job Duties

What You Will Be Doing:
Provide lead direction and technical expertise to assigned staff. Lead responsibilities include determining work assignments, work priorities, work schedules, training, participating in hiring and providing feedback on performance evaluations. Technical responsibilities include but are not limited to training, troubleshooting, repairing and the maintenance of control systems.
Write material requests to replace defective parts or additions to spare parts inventory. Review preventative maintenance procedures and practices on plant control systems; review documentation of changes made in plant and associated facilities instrument/electrical control systems; update technical and program documentation. Perform preventive maintenance and repair of all Instrumentation at a wastewater treatment plant.
Troubleshoot, repair and maintain all wastewater treatment plant control systems (computer, electronic, pneumatic, hydraulic, electrical and power distribution). Analyze industrial processes in troubleshooting and repair of process control instrumentation. Design new controls and modify existing control systems. Troubleshoot and repair supervisory and distributed control systems and programmable logic controllers; apply electronic theory, digital electronics, and proportional integral derivative control strategies to implement program changes to distributed control systems (DCS), programmable logic controllers (PLC), and supervisory and data acquisition systems. Determinate appropriate inventory of spare parts for critical instrumentation. Repair and maintain the methane gas systems, including the programmable logic controller (PLC), gas compressors, gas drying system and control and operation of waste gas burners or flares.
Review blueprints, work orders and shop drawings to establish work schedules and to facilitate coordination of maintenance work. Coordinate and assist with other crafts when needed to perform assigned task. Assist in the inspection of instrumentation installed by external vendors or contractors. Witness and assess loop commission testing.
Work with operations staff, engineers, and suppliers to explain the functioning of processes and procedures needed to operate new equipment. Install, modify, and upgrade new and existing electrical systems, fixtures, and other related electrical equipment in compliance with local and national electrical codes.
Troubleshoot, reprogram, and modify programmable logic controllers. Modify control circuits and related control devices and equipment. Troubleshoot, maintain, and perform repairs, including repairs to distributive control systems and related hardware.
Perform other duties as assigned.

Experience, Qualifications, Knowledge, Skills

Qualifications You Bring:
Ability to perform preventative maintenance, modifications, upgrades, analysis, and diagnostics on DCS, SCADA, PLC’s, SLC’s, HMI’S, telemetry and networking with proprietary protocols. Apply electronic theory, digital electronics and PID control strategies.
Demonstrated skill in using Instrument and electrical and electronic test equipment, troubleshooting equipment using limited documentation, designing, or modifying technical publications and instrumentation/electrical drawings, designing and engineering instrument and electrical control systems; and applying industrial codes and guidelines to design, install and maintain all plant instrumentation.
Troubleshoot, repair, calibrate, and maintain all electronic, pneumatic, and hydraulic instrumentation, control, and monitoring systems.
Communication skills. Skill in oral and written communication techniques and principles and the ability to apply this skill in reading, writing, and following oral and written instructions. Demonstrated skill in working in a team environment.
Knowledge of supervisory techniques and principles including human resources principles and techniques.
Physical Requirement:
Ability to lift and carry equipment weighing up to 50 pounds.
Ability to work outdoors at times, in varying weather conditions.
Ability to work at heights from ladders, scaffolding, and lifts.
Workplace Exposures:
Ability to work in confined spaces, climb in and out of tanks using ladders, and work around noxious odors and high noise levels.

Required Licenses:
A valid, unencumbered Washington State Driver’s License.
Completion of an apprenticeship program, technical degree/schooling, or equivalent training that clearly demonstrates journey-level status in your designated craft (Electrical or Instrumentation).
Additional licenses, certifications and other requirements determined to be necessary to meet the business needs of the employing unit may be required.
It Would be Great if You Also Bring:
Wastewater Experience.
Experience with Maximo, including work scheduling.

Supplemental Information

Working Conditions:
Work Location: 1200 Monster Road SW, Renton WA 98057 . Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
Work Schedule: This full-time position works a 40-hour work week with 4-10hr or 5-8hr schedule options available. This position is overtime eligible. This position requires the ability to work all shift schedules and to report to work during adverse and inclement weather conditions and be on a rotating call list upon completion of a 9-months trial service period. This position is covered under the provisions of the Fair Labor Standards Act (FLSA) and is overtime eligible.
Union Representation: This position is represented by SEIU Local 925.
