    Join our dedicated Utility Maintenance team as a Maintenance Worker III and make a positive impact on the City of Milpitas community. The Maintenance Worker III - Utilities Section ser ves as lead worker over a crew within an assigned area of responsibility to perform a variety of semiskilled and skilled tasks in the construction, maintenance and repair of public facilities. This is the advanced journey level class in the maintenance worker class series. The Maintenance Worker Ill is distinguished from other classes in the maintenance series by the responsibility assumed by leading a crew and by the performance of the more complex and responsible duties assigned to positions in this series. Incumbents at this level typically possess specialized skills, knowledge and abilities, and work independently.

    The ideal candidate for the Maintenance Worker III - Utilities Section is a skilled and dependable public works professional with extensive experience in the maintenance and repair of municipal water and wastewater systems. They bring strong technical knowledge and a hands-on approach to utility work, including emergency response, preventative maintenance, and regulatory compliance.

    This individual is proficient in tasks such as repairing water and sewer lines, operating pump stations, flushing the distribution system, conducting valve maintenance, and performing storm system cleaning through jetting and line clearing. Experience with SCADA systems, confined space procedures, and water quality sampling is highly valued.

    They are safety-focused, self-motivated, and capable of working independently or as part of a team. A State of California D3 Water Distribution Operator certification must be obtained within 24 months of hire, and a Class B commercial driver’s license with tanker endorsement is required within 11 months.

    In addition to the benefits as outlined in the Benefits tab of this job announcement, the selected candidate will be scheduled to work 4, 10-hour days per week, which can allow for a generous work/life balance.

    This posting is written notice of a permanent, vacant position. Internal applications will be reviewed on 06/24/2025, which is 10 working days after the recruitment is posted. If a minimum of three (3) qualified, internal applications are received, those candidates will be considered in accordance with the Memorandum of Understanding between the City and the Milpitas Employees Association. External applicants will not be considered until after the internal applicant review process has concluded.

    Examples of Duties

    The current vacancy is within the Utility Section. Duties may include but are not limited to:

    • Serve as lead worker over an assigned crew
    • Provide guidance and training to less experienced personnel.
    • Assist assigned supervisor with daily supervision of personnel and the timely and accurate completion of assigned duties.
    • Maintain timesheets and other records as appropriate.
    • Ensure that safety measures and practices are utilized at all times.
    • Oversee and participate in the performance of maintenance duties; heavy manual labor, operate construction and maintenance equipment such as trucks, tractors, sweepers, high ranger, and skip loaders for a variety of construction and maintenance operations involving the maintenance of either streets, recreation, facilities, utilities, parks, and/or street landscape.
    • Perform emergency maintenance work as required.
    When assigned to utilities:
    • Repair water and sewer line breaks;
    • Dig ditches to lay and/or expose water and sewage lines;
    • Cut and replace damaged pipes;
    • Perform minor plumbing and electrical repairs;
    • Clean and remove blockages from sewage in storm drain lines;
    • Operate, exercise, repair, or replace water valves;
    • Install, repair, or replace fire hydrants, water meters, backflow devices, water main and service lines;
    • Flush water distribution system;
    • Collect water samples for analytical purposes;
    • Respond to water quality complaints;
    • Maintain records of system performance, maintenance, and repairs;
    • Respond to after hour calls;
    • Disinfect water mains and service lines after pressure reductions;
    • Install meter boxes.
    • Perform related duties as assigned.


    Typical Qualifications

    Knowledge of:
    • City policies and procedures related to maintenance.
    • Training and communication techniques, including oral and written skills.
    • Use and purposes of general construction tools and equipment.
    • Operating mechanical equipment for the use of the construction and maintenance of public facilities in the areas of streets, utilities, parks, landscape, recreation, and facility maintenance.
    • Procedures and techniques relative to assigned area of responsibility.
    • Purpose and use of variety of vehicles, equipment, power tools and hand tools including motorized, pneumatic, and hydraulic equipment.
    • Properties of back fill materials, construction materials, asphalt, hot patch, cold patch, oil, paints, and a variety of other material materials used in maintenance work.
    • The application of pesticides.
    • All aspects related to pool and pond maintenance including how to balance and maintain water chemistry, calibrate chemical probes, monitor filtration system, etc.

    Ability to:
    • Organize and oversee the work of a crew.
    • Provide training and guidance to less experienced personnel.
    • Maintain neat and accurate records.
    • Work without supervision; exercise sound independent judgments.
    • Perform skilled maintenance, construction, and repair work, in assigned area of responsibility.
    • Operate a variety of vehicles and equipment in a safe and effective manner.
    • Use and operate required hand tools, mechanical equipment, and power tools in a safe and efficient manner.
    • Work safely and adhere to principles of safety when working near traffic or in other environments.
    • Establish effective work relationships with city staff and the general public.

    EXPERIENCE AND EDUCATION
    Any combination of experience and education that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:

    Experience:
    Three years of increasingly responsible experience in the maintenance and repair of public facilities including the areas of streets, utilities, parks, street landscape maintenance, facilities, and/or recreation, comparable to that of the Maintenance Worker Il in the City of Milpitas.

    Education:
    Equivalent to the completion of the twelfth grade.

    LICENSES OR CERTIFICATES:
    • Possession of or ability to obtain and maintain an appropriate, valid California
    • Commercial Driver's License with Class B and tanker endorsement within 11 months of appointment.

    When assigned to the Utilities Section : The City may require all employees assigned to these sections to possess:
    • State of California Water Distribution Operator D-3 Certificate, appropriate to the requirements the state imposes on the City of Milpitas. Assigned Utilities employees must achieve certification within 24 months of hire, promotion, or lateral transfer.
    • Operator Level I certification issued by California Water Environment Agency (CWEA).

    SPECIAL REQUIREMENTS
    Essential duties require the following physical abilities and work environment:

    Visual Requirements: Discern colors
    Auditory Requirements: 100-decibel hearing
    Physical exam, and drug and alcohol screening.

    Work is mainly performed outdoors; ability to stand, walk, sit, climb, balance, squat, kneel, crawl, bend, and stoop at any given time; ability to lift, carry, push, and pull up to 75 pounds of weight throughout the day and occasionally up to 90 pounds; exposure to outdoor elements in all weather conditions throughout the year, confined spaces, hazardous waste, sewage, chemicals, herbicides and pesticides; ability to walk on uneven surfaces; ability to travel to various locations within and outside the City of Milpitas.

    Supplemental Information

    SUPERVISION RECEIVED AND EXERCISED
    • Receives general supervision from assigned Senior Public Works Lead, Maintenance Supervisor or Public Works Division Manager.
    • Exercises indirect supervision over assigned maintenance personnel.

    SELECTION PROCESS
    The selection process will consist of an evaluation of the applicant's training and experience based on the application and responses to the Supplemental Questionnaire. Only the candidates whose backgrounds best match the position will be invited to proceed in the selection process. Additional phases of the selection process will consist of one or more interviews.

    Oral Board Interviews are tentatively scheduled for the week of July 23, 2025

    RETIREMENT
    Membership in CalPERS (2% at 60 or 2% at 62 with three year average salary). City of Milpitas employees do not participate in Social Security, but do contribute to Medicare.Additionally, members pay $2.40/per hour to the LIUNA pension fund.

    MEDICAL INSURANCE
    Choice of CalPERS Medical Plans. City pays coverage up to the Kaiser rate (currently $2,228.36/mo. for family). Employees who waive health coverage are eligible to receive $125 per month in lieu of medical plan coverage with proof of other coverage.

    RETIREE MEDICAL
    Employees are eligible upon CalPERS retirement from the City to receive up to 100% retiree medical coverage (currently based on the Kaiser health rate), based on years of service.

    DENTAL & VISION
    City provides full family coverage for Delta Dental and MES Vision at no cost to the employee.

    LIFE INSURANCE
    City provides $50,000 term policy. Supplemental employee-paid life insurance is available up to $500,000, based on carrier acceptance.

    DISABILITY INSURANCE
    City provides a Short-Term Disability plan similar to State Disability Insurance (SDI) coverage. Employees do not participate in SDI. Long-Term Disability coverage of 60% of base salary up to $1,500 per month is available after a 60-day waiting period. Additional buy-up options for LTD are available up to $6,000 per month.

    VACATION
    Hourly employees earn 11-31 days of vacation per year based on years of service.

    HOLIDAYS
    Employees receive 12 paid holidays and one (1) floating holiday per year.

    SICK LEAVE
    Employees earn 12 days annually.

    TUITION REIMBURSEMENT
    Employees are eligible to receive up to $1,400 per fiscal year in tuition reimbursement.
