    Job Description

    Under the direction of the Public Works Director, the Assistant Public Works Director oversees complex departmental operations and provides strategic leadership across Public Works programs, capital projects, and service delivery functions, and performs related work as required.

    This list of tasks is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by positions in this class. 

    TASKS

    • Develops and implements goals, policies, and procedures to meet the City's long-term and short-term planning objectives. Analyzes complex problems affecting the City and develops and implements appropriate options;

    • Manages and coordinates city engineering operations and engineering-related activities to ensure efficient and cost-effective services with other City departments, agencies, and contract services; 

    • Approves final design review of plans and maps, and administers special districts and right-of-way acquisition associated with the capital improvement projects;

    • Researches, reviews, prepares correspondence, documents, plans, and reports, and recommends approval of a wide variety of engineering documents for Council or Commission reports;

    • Occasionally represents the City to the general public, organizations, other government entities, and public agencies; 

    • Reviews and approves all improvement plans to subdivision maps, bond exonerations, certificates of compliance, lot line adjustments, and lot mergers, and accepts easements and other land dedications to the City; 

    • Maintains current knowledge of engineering theory and practice, engineering administration and construction, real estate principles, public works design and development, budget and contract principles, and applicable laws, statutes, codes, and ordinances.

     

    QUALIFICATIONS

    Must be registered as a Professional Engineer in California AND seven (7) years of progressively responsible experience implementing and managing complex engineering projects, including three (3) years overseeing staff engaged in complex improvement projects. Must have and maintain a valid CA Driver's License. Prior experience serving as an Assistant Public Works Director and/or City Engineer is highly desirable. 

    KNOWLEDGE, SKILLS, AND OTHER CHARACTERISTICS

    • Knowledge of Public Works' operational characteristics, services, and activities, including traffic, waterworks, sanitation, maintenance, and source control function; Principles and practices of engineering and utility operations, Office procedures, methods, and equipment, including computers and applicable software applications. Principles and practices of municipal budget preparation and administration. 

    • Skilled in implementing the development and administration of department goals, objectives, and procedures, preparing and administering large and complex budgets, and preparing clear and concise administrative and financial reports. Analyzing problems, identifying alternative solutions, projecting consequences of proposed actions, and implementing recommendations supporting goals. Researching, analyzing, and evaluating new service delivery methods and techniques; interpreting and applying federal, state, and local policies, laws, and regulations; 

    • Ability to exercise sound judgment in performing essential duties, effectively problem-solve day-to-day needs, issues, and concerns; prioritize, delegate, and monitor staff work assignments; prepare well-organized and accurate documents such as reports, memos, and correspondence; synthesize ideas and factual information into clear and logical written statements; demonstrate fiscal responsibility in decision making; 

    • Proficient in operating office equipment, including computers and software, fax machines, copiers, scanners, and other specialized equipment, MS Office software packages, and other industry-related software. 


    THE SELECTION PROCESS
    Applicants whose experience best meets the city's needs will be invited to participate in the examination for this position. Candidates must have access to a computer with internet, video, and audio capabilities to participate in our examination process. The examination may consist of one or more of the following: (1) Training & Experience Evaluation, (2) Writing Exercise, and (3) Qualifications Appraisal Interview with a panel of subject matter experts. Candidates must receive a score of 70 or higher to have their names placed on the active eligibility list for one year. The top three ranks on the Eligibility List will have their application materials forwarded to the hiring authority for a selection interview.
