    Job Description

    Description

    Serves under the supervision of the Building Director, and responsible for examining plans and specifications for new construction and remodeling of existing facilities. Provides assistance to the public on interpretation and application of specific building, floodplain, electrical, and mechanical codes and regulations.

    Duties

    The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
    • Analyzes and interprets building plans and specifications and other supporting information for new construction and remodeling of existing facilities for Florida Building Code, and floodplain compliance.
    • Reviews construction plans for conformance to Building codes, laws, and regulations; consults with contractors regarding problems and follow-up to review corrections.
    • Performs on-site investigative inspections as necessary relating to Floodplain plan review.
    • Performs Florida Building Code Inspections.
    • Performs all floodplain manager duties and responsibilities including plan review, public outreach, CRS and NFIP compliance.
    • Performs computations and analysis to check calculations submitted by designers.
    • Review development permits for conformance to State codes and regulations and informs contractors of corrective actions required.
    • Consults with architects and engineers and the Fire Department on matters relating to codes, law and regulations.
    • Prepares reports and records of Plan Review and job plan re-submittals.
    • Conducts special studies and prepares reports for the Building Director.
    • Responds to citizen inquiries relating to building codes and other issues relating to building and floodplain codes and regulations.
    • May present information to the City Council, Planning Commission, and other City Committees, including presentation of information to other local government agencies and organizations.
    • Ability to drive a motor vehicle to accomplish assigned tasks.
    • Performs other duties and responsibilities as assigned that are consistent with the scope, purpose, and level of responsibility of the position. Such duties may vary based on operational needs but will align with the knowledge, skills, and abilities required for this management role.


    Required Education, Experience, License, Registration, and Certification Qualifications

    EDUCATION and/or EXPERIENCE
    • Associates of Arts or Science degree from an accredited college; and
    • Ten (10) years of related experience in construction related field; or
    • Five (5) years of progressively responsible building department experience to include supervision of staff for a municipality or similar public sector organization is preferred .
    • An equivalent combination of education, training, and experience will be considered.
    CERTIFICATES, LICENSES, REGISTRATIONS
    • Must possess and maintain at all times, a valid Florida Driver’s License, “Class E,” with a driving record that meets or exceeds minimum city standards, or the ability to obtain within 30 days of hire or promotion.
    • Florida DBPR Certified Building Code Administrator (Building Official)
    • Florida DBPR Certified Building Inspector/Plans Examiner and/or other Mechanical, Plumbing, Electrical, Inspector/Plans Examiner certifications
    • Association of State Floodplain Managers (ASFPM) Certified Floodplain


    Supplemental or Additional Information

    Knowledge of the Standard Building, Plumbing, Gas and Mechanical Codes and National Electrical Code, floodplain regulations, or similar basic model codes relating to construction.

    Knowledge of City codes and ordinances which govern building activities and the certification and licensing of contractors.

    Knowledge and understanding of the standard principles and practices of the construction industry applicable to building construction.

    Ability to read, understand and interpret plans, drawings, blueprints, specifications and related construction documents.

    Ability to establish and maintain diverse, effective working relationships and interact in a positive, collaborative and professional manner with employees, outside organizations, contractors, developers and the general public.

    Ability to apply principles of logical or synthesis functions.

    Ability to deal with several concrete variables and abstract variables, and to analyze major problems that require complex planning for interrelated activities that can span one or several work units.

    Skill in adapting to a changing work environment, competing demands and ability to deal with frequent change, delays, or unexpected events.
