    Job Description

    Position Summary
    Perform administrative and program support work for the Environmental Health program areas calling for familiarity with state/federal regulations and the exercise of independent judgment in carrying out work assignments. The work is of an independent nature. The position works closely with the Registered Sanitarians and conducts and assists with inspections as needed. This position is responsible for program support activities relating to the food and recreational establishment license program, the DNR transient non-community well monitoring program, and the human health hazard complaint program.

    Essential Functions
    The following duties are normal for this position. These are not to be construed as exclusive or all-inclusive.To perform this job successfully, an individual must be able to perform each duty satisfactorily.Other duties may be required and assigned.
    This position responds to inquiries, both verbally and in writing, evaluates what services are needed, and may refer to appropriate internal or external departments if request is not related to food and recreational establishment license program, DNR transient non-community well monitoring program, or human health hazard complaint program.The position performs intake, billing, and outreach activities for all programs mentioned above. Assists Environmental Health Specialist in carrying out required inspections
    Conducts routine and follow up inspections on tourist rooming houses evaluating and identifying hazards to health and safety for compliance with various legal codes governing such.Evaluates well systems when conducting sanitary surveys on well water systems to ensure public safety. Records findings on required reports, issues correction notices, and follows up on required corrections.Conducts onsite inspections, evaluates and identifies hazards to health and safety, and documents findings on reports for the recreational licensing program and DNR.Assists EH staff with other facility inspections as requested. Provide program support for Environmental Health (EH) program areas and Registered Sanitarians.
    First point of contact to calls and public questions relevant to all environmental health programs including agent programs, well water testing, and human health hazards.Evaluates inquiries into business licensing and human health hazards and refers callers to appropriate resources-both internal and external.Assists EH staff in identifying unlicensed operators and facilities who are no longer in business. Sends cease and desist letters with information on how to obtain a license.Maintains and updates online electronic inspection records, Health Space, of all licensed establishments.Prioritizes, organizes and schedules pre-inspection, routine inspections, and re-inspections for EH Staff.Monitors and tracks upcoming inspections for future scheduling.Processes new facility applications and files facility documents into Health Space.Files additional paperwork and inspection report information into Health Space.Reviews and evaluates recreational water logs for health and safety concerns and refers for follow up as needed. Uploads copies of recreational water logs.Creates and assures regular distribution of agent education outreach based on most frequent inspection violations and any new requirements to license holders.Maintains program supplies, i.e. testing equipment, handouts, and forms.Organizes files with up to date policies and informational guides as provided by DATCP.Orders all inspection and department supplies.Registers and coordinates travel arrangements for EH staff to attend meetings and trainings.Assists EHS with completion of all required state, regional and local reports.Processes incoming complaint referrals related to human health hazard complaints and DATCP facility complaints and enter into Health Space. Assigns PH staff to the human health hazard cases and DATCP complaints to EH Staff.Assist in developing, maintaining, and implementing EH policies.Determines relevant applications and fees for customer for licensing processes. Fiscal Support
    Manages accounts payable and receivables from license holders and sends payments to fiscal department for all license holders. This includes billing, and receipting payments, and follow up for non-payment.Manage administrative licensing functions for ownership changes, new facilities, and renewal applicants.Facilitates billing, receipts payments, and follows up on non-payment for DNR TNC well program.Processes, records, and tracks DHHS purchase orders, i.e. conference registration/travel accommodations, client purchases, and agency supplies. Manages DHHS credit card. This includes tracking expenses, payments, receipts, to confirm accuracy of credit card statements. DNR TNC Well Contract
    Manage administrative correspondence with TNC well owners regarding various aspects of TNC program.Assist with recruiting, training, and providing guidance to student intern.Assist with scheduling and organization of sampling duties in TNC program.Collects DNR water samples as required and assures delivery to the lab for timely analysis.Assesses sanitary surveys to ensure well systems meet DNR requirements.Assists EH staff with writing notices for facilities with unsafe water test results.Maintains logs and organizes required repeat water sampling. Other DHHS Responsibilities
    Provide back-up clerical assistance as needed within the department including front desk services.Participate in agency-approved staff development activities identified to improve job-related skills.Perform other duties as assigned.Maintains confidentiality as required by HIPAA regulations.

    QUALIFICATIONS:
    EDUCATION AND/OR EXPERIENCE:
    • Graduation from high school or equivalency, supplemented by 2-year degree in administrative assistant area with at least 2 years of related office experience. An equivalent combination of education and experience may be considered.
    • Must have previous customer service experience.
    • Must successfully pass caregiver and criminal background check.


    KNOWLEDGE, SKILLS AND ABILITIES
    • The individual must possess the skills and abilities to:
    • Evaluate and identify hazards to health and safety for compliance with various legal codes.
    • Display competence in the use of modern business machines, including computers, data entry, word processing, spreadsheets, telephone system, scan/fax, etc along with competence in modern office procedures, including input form handling and proper sequencing.
    • Ability to type 70 wpm accurately, skill in scanning input for errors.
    • Ability to effectively communicate orally and in writing with the general public, Barron County DHHS staff, and other county staff.
    • Ability to handle and resolve conflict situations with community members and license holders.
    • Prepare and maintain necessary records and reports and understand and follow oral and written instructions.
    • Ability to perform administrative practices and procedures necessary to plan, implement, and coordinate a variety of major programs.
    • Possess excellent customer service skills using trauma informed practices.
    • Meet and communicate with a variety of individuals with diverse background/values.
    • Ability to organize work priorities and juggle many different work assignments.
    • Demonstrate considerable knowledge of departmental programs, operations, and policy with respect to general functions performed.
    • Respond to common inquiries or complaints from clients, public, regulatory agencies, or members of the provider community.
    • Define problems, collect data, establish facts, and draw valid conclusions.
    • Ability to interpret an extensive variety of technical instructions.
    • Ability to effectively work with multiple tasks concurrently.
    • Knowledge of local/state/federal regulations regarding the environmental health rules.
    • Ability to maintain confidentiality related to personal health information of clients.
    • Ability to maintain prompt predictable and reliable attendance.
    • Skilled in attention to detail to ensure accuracy of files/work productivity.
    • Implement billing procedures, accounts payable and receivables.
