    Job Description

    The Job

    The San Bernardino County Real Estate Services Department (RESD) is seeking experienced and motivated real estate professionals to join our team as Real Property Agent IIs. These positions play a critical role in delivering real estate projects that support County operations and public infrastructure in a timely, cost-effective, and service-oriented manner. Real Property Agent IIs perform a variety of complex real estate functions, and this recruitment will be used to fill current and future vacancies in two key areas: Leasing & Property Management and Right-of-Way & Acquisitions.

    Leasing & Property Management
    Agents in this area are responsible for negotiating leases for County facilities, managing lease administration, and providing property management services. They work closely with departments on space planning, tenant improvements, and move coordination, while also resolving landlord/tenant issues and ensuring lease compliance.

    Job Duties:

    • Negotiate new leases, amendments, renewals, and terminations for County-leased and County-owned facilities
    • Provide day-to-day lease administration including rent schedules, critical date tracking, and landlord/tenant coordination
    • Conduct site inspections to monitor compliance with lease terms and identify facility maintenance or improvement needs
    • Coordinate tenant improvements, space modifications, and move-ins with County departments and contractors
    • Resolve lease-related issues and disputes in collaboration with legal counsel, department contacts, and landlords
    • Maintain accurate property records, lease files, insurance documents, and ensure data integrity in lease tracking systems
    • Assist in the preparation and management of operating and capital budgets for County-occupied properties


    Right-of-Way & Acquisitions
    Agents in this area acquire property for public infrastructure and capital projects through both voluntary negotiations and eminent domain. They prepare right-of-way documents, review appraisals, and collaborate with legal, title, and survey professionals, supporting County departments and external agencies throughout the process.
    Job Duties:
    • Negotiate for the acquisition, disposition, or easement of real property for public infrastructure and capital projects
    • Coordinate with appraisers, title companies, engineers, and legal counsel to support due diligence and closing activities
    • Interpret appraisals, title reports, legal descriptions, architectural plans, and right-of-way documents
    • Support projects involving eminent domain, including preparation of necessary documentation and coordination with County Counsel
    • Manage public auction and surplus property processes
    • Interface with County departments and outside agencies to assess real property needs and deliver project solutions


    Cross-Functional Responsibilities
    • Draft and present Board Agenda Items for approval by the Board of Supervisors
    • Conduct market research and solicit proposals for leased facilities or acquisition opportunities
    • Analyze financial terms and develop recommendations for approval of leases, acquisitions, or dispositions
    • Maintain strong working relationships with internal stakeholders, external agencies, landlords, property owners, and the public

    CONDITIONS OF EMPLOYMENT

    Pre-Employment Process: Applicants must successfully pass a background check and a job-related physical exam, including a drug test, prior to employment.

    Travel: Incumbents may be required to travel throughout San Bernardino County County. A valid California Class C driver's license is required at time of appointment; employees in this class may be required to use personal vehicles and show proof of automobile liability insurance.

    Minimum Requirements

    Qualified candidates must meet the education requirement and one of the experience options below:

    EXPERIENCE :

    OPTION 1:

    Three (3) years of full-time experience in at least one of the following areas: commercial leasing, property management, or real property acquisition in the public or private sector.

    Note : Residential real estate experience does not qualify.

    OPTION 2: Two (2) years as a Real Property Agent I with San Bernardino County or a comparable public agency.

    -AND-

    EDUCATION :

    Thirty (30) semester (45 quarter) units of completed college coursework in real estate, public/business administration, economics, or other closely related field. A list of coursework must be submitted with the application.

    Substitution: Each additional one (1) year of qualifying experience may substitute up to 15 semester (23 quarter) units of the education requirement.

    Desired Qualifications

    A bachelor's degree in real estate, public or business administration, economics, or a closely related field is highly desirable. Additionally, experience working with public agencies and involvement in eminent domain processes is strongly preferred.
